Ryan: Dems Ramming "Shell" HC Bill Through Committee Monday

Rep. Paul Ryan says that Democrats are ready to ram a "shell" health care bill through the Budget Committee, on which he serves as ranking Republican member, to use as a vehicle to impose national health care.

In a phone interview with TAS Thursday afternoon, Ryan said that he expects Democrats to begin the complex process on Monday, under which they would have the Budget Committee approve a phantom bill by midnight, which they will then send over to the Rules Committee. At that point, the Rules Committee will strip out all of the language in the phantom bill, and insert the changes to the Senate bill that Democrats have negotiated.

"They don't have the votes right now, but they're creating the vehicle so that they can airdrop in whatever changes they want," Ryan said.

He said that Republicans are outnumbered 2-to-1 on his committee and don't have the votes to stop the bill there. Democrats will also be able to prevent Republicans from offering any amendments, but GOP members will be able to offer "motions to instruct" the Rules Committee, that Ryan said will be used highlight problems with the "unprecedented" step that Democrats are taking.

He said he expected Democrats to dust off last year's health care bills from the Education and Labor and Ways and Means Committees, to use as the vehicle for reconciliation changes.

He also warned against focusing too much on the reconciliation process in the Senate. "Reconciliation is a distraction," he said. "Once the House passes the Senate bill we have the massive new entitlement."

Biden can overrule the SENATE parliamentarian.

Biden can’t rule on the HOUSE parliamentarian.

Which brings up the question: Who can overrule the HOUSE parliamentarian? The Speaker of the House? The Majority Whip? Elvis?

I think Al Gore said it best during the 2000 Recount after the U.S. Supreme Court ruled that GW Bush had won Florida’s electoral votes making him the 43rd President of the United States:

Sometimes you can’t win even if you can win.

Obamacare was DEAD on February 4th and still the band plays on. But by all means don’t listen to me. Keep on wasting more time on trying to jam a square peg into a round hole.

Carry on Democrats...Y’all are doing a heckuva’ bang up super job there.

At this point I don’t think the House will approve ANYTHING on the floor with the tag Obamacare.

Otherwise OmommieCare would have been run over Republicans before like a steamroller

There is just no way that dem Reps and Senators want to take a chance on an early to go back home to “spend more time with their family” and “do other important things”

Drudge has many headlines every day showing all the bad things happening with the dems. All the horrible picts of Pelosi, Reid and Obama. It gives the whole story in a nutshell, every day.

This is the thread that conflicts with the one I told you about. Is it wrong, what’s the deal? You went to read the Drudge story about what the pubs did.

What legally can be done to stop this, this is stretching rules to the breaking point?

IMO, anything that we are willing to do is "legal". They are violating the Constitution blatantly and to an extreme degree. Thus we would be enforcing the Constitution. Anything up to, and including physical force is "legal", justified AND our duty.

It is also the duty of our Republican house members. However, I will be surprised if they do much more than whine and swoon.

If the fascists get away with this, it means anything can be imposed upon us without even a vote of the legislature. This is treason.

It is so messy - It is confusing

Nanzi Pelosi and Hairless Reid are making up new rules as they go along

After this November they will face new members of Congress that will remember all the tricks the dems used or attempted

And ethics and criminal activity hearings held by majority Republicans

This is the story that a couple of us here were wondering about.

March 11 (Bloomberg) -- Republicans said the Senate parliamentarian threw up a hurdle to congressional Democrats’ plans to pass changes to U.S. health-care legislation through a process called reconciliation.

Republicans said guidance they received from the parliamentarian means that President Barack Obama has to sign a Senate health bill into law before the House and Senate can approve changes to it. Some House Democrats, who object to provisions in the Senate measure, wanted Obama to hold off signing the legislation until reconciliation passed.

“The Senate Parliamentarian’s office has informed Senate Republicans that reconciliation instructions require the measure to make changes in law,” Don Stewart, a spokesman for Senate Minority Leader Mitch McConnell, said in an e-mail.
