Obama to Say Democrats Will Use Reconciliation to Pass Senate Health Care Reform Fix

White House officials tell ABC News that in his remarks tomorrow President Obama will indicate a willingness to work with Republicans on some issue to get a health care reform bill passed but will say that if it is necessary, Democrats will use the controversial reconciliation rules requiring only 51 Senate votes to pass the "fix" to the Senate bill.

Lawmakers on Capitol Hill have been awaiting the president’s remarks direction on how health care reform will proceed.

In his remarks, scheduled to be at the White House, the president will paint a picture of what he will say will happen without a health care reform bill – skyrocketing premiums, everyone at the mercy of the insurance industry as recently seen with the 39% premium increases proposed by Anthem Blue Cross in California.

He will note that the “fixed” bill will include the proposal for a new "Health Insurance Rate Authority" to set guidelines for reasonable rate increases. If proposed premium increases are not justifiable per those Health Insurance Rate Authority guidelines, the Health and Human Services Secretary or state regulators could block them.

The president will outline the plan to pass the bill, including having the House of Representatives pass the Democratic Senate health care reform legislation as well as a second bill containing various “fixes.”

He will say that if Republicans refuse to allow and up or down vote in the Senate on the fixes to the bill, Democrats will use the reconciliation rules.

He will argue these rules are perfectly appropriate because the procedure is not being used for the whole bill, just for some fixes; because reconciliation rules are traditionally used for deficit reduction and health care reform will reduce the deficit;

There is no way to undo this. It will most certainly fail miserably, but the answer to that will be more government.

When the reimbursement to doctors for medicare and medicaid are so low they all refuse to take it, the Democrats will just run (and win) on a policy of demanding all doctors accept both of them. When the healthcare system becomes completely dysfunctional due to Obamacare, the Democrats will push single payer - and they will likely get it.

This has to be stopped now, which I doubt it can, because there will be no repealing it.

I said this on another thread, but the timing of the 2013 start date for the uninsured is brilliant by the Dem strategist. For you to be have insurance on Jan 1,2013, you'll have to enroll during 2012. So, we'll see Obama's administration sending enrollment materials during the height of campaign season, while at the same time the Obama campaign will be sending voter registration materials at the exact same time.

MANY of these uninsured people have never voted in their life. If the Obama campaign machine can motivate them to the polls with insurance enrollment bribes, Obama will coast to reelection.

Once again, as the GOP plays checkers, the DNC is playing chess.

It cant be repealed unless the Republicans win 2/3 of the Congress and that is near impossible. Remember Obama will veto any legislation that attempts to repeal his baby so repeal will have to meet a veto proof majority...

Tall order but if enough Americans really wake up and do that then that would be great indeed.

That could work, but the problem is the law is still on the books, and eventually the Dems will regain control of the house, then when they do it is “Katy bar the door”

Obama-care needs to be completely obliterated.

If Pelosi gets 216 votes to pass the Senate bill, we are hosed. That is the battle we had better be waging right now without stopping until we win.

At this moment, Chet Edwards (D-Tx 17) is looking for a place to hide.

He voted "no" the first time. He may vote "yes" this time -- because whoever wins the GOP primary in the district is going to clean his clock in November. Regardless of how he votes...

I'm afraid that Chet is probably in plentiful company. The most dangerous animal is one that is wounded and backed into a corner. This describes perfectly many of the so-called moderate Dems.

I read on Slate that Pelosi does not have the votes in the House. I think all the talk about reconciliation gives pause, though. They would never go down that path unless they have the votes in the House. Here is hoping it is merely a bluff.

All Obama needed was for ACORN to be cleared (yesterday). That was fast, wasn’t it? Now Obama can DAMN the American people to vote him and his ilk OUT, while ACORN’s been cleared to fix the 2010 elections. It’s so damn obvious we’re not in control of our Gov’t, as our Forefather’s had intended. Obama’s Chicago-style corruption is far-reaching and downright scary. We’ve been hijacked!
