Obama Writing Health Bill to Skirt GOP Filibuster: Publishing Bill 2/22 (3 days B4 GOP Mtg)

President Obama is working on health care legislation intended to reconcile differences between House and Senate Democrats that could be attached to a budget bill and avoid a Republican filibuster, according to a published report.

The president's proposal, which is still being written, will be posted on the Internet by Monday morning, senior administration officials and Congressional aides told the New York Times.

By piggybacking the legislation onto a budget bill, Democrats would be able to advance the bill with a simple majority of just 51 votes, averting a Republican filibuster in the Senate.

The White House signaled Thursday that an aggressive, all-Democratic strategy for overhauling the nation's health system remains a serious option, even as Obama invites Republicans to next week's televised summit to seek possible compromises.

"It will be a reconciliation bill," the Times quoted a Democratic aide as saying. "If Republicans don't come with any substantial offers, this is what we would do."

The administration's stance could set the stage for a political showdown, with Democrats struggling to enact the president's top domestic priority and Republicans trying to block what many conservatives see as government overreach.

Obama's plan, like the House and Senate bills, would expand coverage to some 30 million, require most Americans to carry insurance or face financial penalties, and block insurers from denying coverage to people with pre-existing medical conditions, the Times reported.

One Capitol Hill Democrat told the Times abortion remains "a wild card."

Health and Human Services Secretary Kathleen Sebelius said Thursday that Obama plans to have a health proposal that "will take some of the best ideas and put them into a framework" ahead of the Feb. 25 summit.

The GOP had better planning extraordinary methods to stop this travesty including stopping all Congressional business.

Correct.

If the democRATS try pulling this crap the Republicans had better oppose this with everything they've got. I want them out there 24/7 pointing out how the Rats are oblivious to any rules just to ram through this monstrosity which btw, will forever change the level of health care for ALL Americans.

I'm optimistic though on several points. If the donkeys try reconciliation and the Republicans go after them hard, not only will we easily take the House but the chances of winning the Senate take a huge leap forward. The other point is that this legislation will potentially have problems being enacted as I can see immediate challenges by state governments on grounds of it being completely unconstitutional.

He hasn't written anything in his life, Ayers wrote his books, Ayers is probably writing this legislation.

If that bill comes out and the Republicans STILL go to that "bipartisan" meeting then they need to be THROWN OUT ... regardless of their prior voting record. I don't think they realize just how angry people are out here. This is the "third rail" of politics these days. They better not TOUCH that meeting if that bill appears prior.

I may be going against the stream on this but I say that the Republicans should attend this so called "summit". Attend this meeting but then have the courage to state the devious intentions of the democRATS.

Attend the meeting and come out, with boldness, to the cameras with a statement along the lines of "We accepted the president's invitation to this "summit" and what we got was a complete SHAM. We thought that President 0bama was sincere in listening to our proposals but once again, he turned his back on us and betrayed the American people. Our openness in listening was met with a back handed threat of unconstitutionally ramming this monstrosity of a bill. We will listen to the will of the American people and fight this with everything we've got."

I think at this point the dems realize the bill is unpopular, wildly so. They know they are going to lose in the coming election anyway so they have nothing to lose by voting for it as they are going out the door anyway.

The GOP on the other hand should keep their hands off this POS. The Ass hat has a simple plan, here is my plan which is a starting point, so, we can go from here toward anything you want sans changing any of this language. You want cross borders, fine. You want tort reform, no. So we have now compromised and this is a non partisan bill.

Oh, no “let them eat cake” moment either because we are going to tax sugar products.

I guess Hopey/Changey truly wants to lose the House and the Senate in the upcoming elections

He never cared about the Congress. People forget this man threw his own grandmother under the bus to get elected. Why would he care who is in Congress? He really does not care if they are reelected or not. Dem congress critters are being used too. They would have to have their heads examined to think he cares one scintilla about them.

Congress knows it's toast anyway. Go out by changing every American's health care and claim forever it got something accomplished that no other Congress could.

This is going to get very ugly, because the RATS are evidently determined to jump off a cliff.

Regardless of the summit outcome, we have to be ready for one more vicious round of fighting.

Please cite any case where the Republicans have ever won a battle over shutting down the government.

When the President was Reagan, it was the President’s fault. When the President was Clinton, it was the GOP Congress’ fault.

Some of you people on this thread need remedial civics lessons.

Anyone can submit federal legislation; the president, executive depts., state legislatures, governors, and even private citizens. The can be written and submitted by anyone, but must be introduced in congress by a senator or a member of the house, excepting spending bills, which must originate in the house.
