Anyone can submit federal legislation; the president, executive depts., state legislatures, governors, and even private citizens. The can be written and submitted by anyone, but must be introduced in congress by a senator or a member of the house, excepting spending bills, which must originate in the house.

And the Healthcare bill IS a spending bill
