VALLEJO, CA (KGO) -- Dozens of teenagers saw it happen in broad daylight, but no one has come forward to identify the mob of young people who beat up a Vallejo city worker. Police have released surveillance video to generate tips.

The city worker gets knocked down and eventually a crowd of up to 40 people begin beating the man while he is on the ground.
The victim, a 20-year city employee, was transported to Kaiser Permanente Medical Center Vallejo where he is being treated for his injuries. Police say the mob fractured his skull, broke his jaw and collarbone, and knocked several teeth out of his mouth.
On top of it all, they went through his pockets and stole his wallet, all while people cheered in front of another camera from a bystander who shot video.

In reference to your story, If I recall, they made a movie about it with Brian Denehey playing the bully. A Missouri state trooper had a private word with Denehey(in the movie) and told him if he ever bothered his family again, he’d kill him. It was like magic. No more problems from the bully. LOL!
Looks like you’ve got the .22 conversion on that rifle. How’s that working, and was it easy to do?
I believe there are specific cities that also do not issue to average citizens.

I like what the Navy did during WW II after they were the subject of attacks. They would hide and one of them would act as the decoy, when he was attacked it was Katy bar the door.

(CBS) South Africa’s wildlife parks are a great success story. They’ve brought many animals back from the brink of extinction, and millions of tourist dollars from all over the world.
But as Bob Simon first reported in 1999, there’s a problem lurking in the South African bush. Game rangers discovered that a new group of juvenile delinquents has been attacking and killing the white rhinoceros, the rhino they’ve spent years protecting.
In South Africa’s Pilanesberg Park, rhinos were thriving until an unknown killer began stalking them. Thirty-nine rhinos, 10 percent of the population in the park, were killed.
The killings clearly weren’t the work of poachers. The rhinos’ horns hadn’t been touched. The park rangers began conducting an investigation. Their first findings led them to believe that if they were to round up the usual suspects, they’d need a pretty large holding pen.
That’s because the prime suspects were not humans, but elephants. It turned out that young male elephants were behind the murders of Pilanesberg’s rhinos.
Why would they do it? Well, like juvenile delinquents, they had grown up without role models.
“I think everyone needs a role model, and these elephants that left the herd had no role model and no idea of what appropriate elephant behavior was,” said Gus van Dyk, Pilanesberg Park’s field ecologist....(read more at link)

Mostly a crowd of school kids, probably all just got out of detention, the local gas stop surveillance cam shows a mixed group of black and white and brown ..
The guy is driving a backhoe to a maintenance yard and a kid or kids must have thought , Hey let’s throw rocks at that thing.. the driver turned around and came back to talk to and I would suspect chewout or report who was chucking stones in the first place, a simple assault charge at most at that point ,, but .. It escalated quickly from there to where he was dragged to an area next to a fence and he was brutalized.
The main perps need to go away for a long time. They’re likely already have Juvie hall on their rapsheets, what ‘down’ street kid doesn’t these days.
Personally, I’d a maced ‘em and put em in the bucket of the backhoe and dumped em back at the school or off a bridge.

In California? The title would probably read something like: “concealed weapons licensee opens fire on group of teenagers, bystanders look-on in horror. 40 dead or injured; shooter in custody”
