They do have another level - critical - which implies that an attack is imminent.

The current level apparently means that an attack is highly likely.

When CNN announced the change in Britain's threat level they said it had changed from “Substantial” to “Severe”. The same news anchor said also said that the CNN newsroom is following leads (via their foreign office in London) on there being a direct connection between this threat level change in Britain and the fact that India today (earlier than Britain) also raised their threat level, specifically warned all India-owned airline companies, and added additional air marshals on all airline flights within their control.
