WOW! It's so easy. Let them pass their stupid bill. Note what terms are used as descriptors such as "patient", "doctor", "heart", "transplant", etc. REPLACE every one of these words with a new and different descriptor to be used in common everyday practice. Instead of "doctor", use "woctor", instead of "patient", use "bimbo", etc. This would make every bit of the language of this legislation NON-APPLICABLE and a useless. Let them have their bill. Then we the people will simply invent new terms for EVERYTHING in it.
Actually, any terms like doctor will be defined in the text of the bill. You can relabel it as a woctor if you want to try and sway people’s opinions, but they will still fit the definition of doctor as given by the bill, and hence still fall under the same restrictions and requirements.
All of those liberal relabelings had nothing to do with anything in a legal sense. social justice, green jobs, etc (list the other guys mentioned) had nothing to do with the actual legislation, but were only attempts to get the public on their side and supporting these ideals. since these terms don’t sound as ‘bad’ people are more likely to support the legislation (or at least not actively go against it) so they can then get it passed and into law. Once its signed into law, thats a whole ‘nother story
People are flying from Europe and the U.S. to India, where the lower price of their medical procedures more than pays for the trip—and even the lavish hotels and meals, etc.
I think the Panamanian ship idea is going to happen about two hours after Obamacare starts actually impinging on medical care on land.
Actually, if the terms of defining what a doctor does in the bill do not match what a "car mechanic" does such as changing the oil and rotating the tires, rather than "physical" or "transplant surgery", they cannot legally apply to the car mechanic. The terms say what they say, not everything you might wish them to say.

My only tweak would be that I am not convinced that insurance is the answer. If that offshore ship charged cash, it’s my take that the services would remain more competitive.
Yes it would be harder to come up with the cash, but that being taken into the equation, there would be a lot of pressure on the cruise ship medical provider, to charge prices the public could pay.
You can bet the farm, that the federal government would call that black market health care and either try to destroy the reputation of the provider, or make it illegal to “protect the public”.
We would likely have to fight that federal response. If it was 12 miles off the coast, I’m not sure if they could. I just know they would try to eliminate this option.
They probably couldn’t stop those on the ship from doing what they wanted, but they could outlaw us from traveling to it by boat or helicopter from our waters or airspace. And they could play games with our ability to transfer funds to pay.
It would present an interesting dynamic, and it’s definitely something worth pursuing should this monstrosity pass.
Your ideas are good. I just think that there will be a new infrastructure developed to go with the health care plan.
It will in effect, make this a police stated health care plan. Doctors and hospitals, all medical providers will be watched closely to make sure they aren’t participating in medical fraud. And you can expect to see anyone trying the things you are stating, to be gone after savagely as examples.
The public will be told what monsters these people were, for trying to destroy this wonderful new health care system. I don’t think you’ll see to many entities trying to circumvent the regulations. They would lose their licensure, and probably spend years behind bars to boot.
I hate to be the bearer of bad tidings, but any government oppressive enough to devise this monstrosity, isn’t going to be shy about destroying anyone who doesn’t comply.
These entities will be monitored closely IMO.
