If I remember right there is a pretty strong percentage of Venezuelans who are pro U.S., and a larger percentage who'd rather not have their leader piss us off militarily.
Wonder how his floundering economy would do after we bombed about 25% of his oil production capabilites.

Try sending in two flights of four F-22s (one as backup) disguised as F-15s, you know, flying flight patterns like that of the Eagles while escorting a Rivet Joint, Cobra Ball or JSTARS? The Venezuelans might take the bait and it might lure the Sukhois into the trap.
The SuCAP callsign for the Eagles (I mean Raptors) would be 'Bugs'; the second would be 'Foghorn' (callsign names are derived from Looney Tunes characters)

The one major difference (one of MANY) of the Raptor, is its radar cross section. The Raptor has a RCS of a bee or bird. The Eagle has one the size of a door way.
There is a saying"Beware of Raptors with open doors", its the only time they show up on radar. It also means a missle just launched.
You could fly Raptors in the same formation as Eagles, but if they're not seen on radar, thats useless. And if you make them seen, that eliminates their greatest tactical advantage.
In war scenarios the Raptor has taken out 16 Eagles with 4 Raptors, WITHOUT the Eagle pilots knowing Raptors were in theatre.
So my idea would be to lure Hugo with "civilian" type craft, and basically his planes get destroyed without a warning. Of course the fighters will know they've been had when the missle locks. But they'll never know where it came from.

Wow. Great idea! Some plastic or plywood radio-controlled UAVs would do the trick, and fly them over Caracas (defended by an SA-20 battery) and expend the supersonic missiles.
Reminds of the IAI Harpy SEAD drone used by the Israeli Air Force during the 1982 Lebanon War against the Syrian SAM batteries, with devastating effect.
The IAI Harpy drone flew flight patterns and generated RCS returns resembling Israeli fighters, and an F-4E in the SEAD role would trail the Harpy, using it as bait to draw out a Syrian SAM radar. Once the radar got a lock on the Harpy, the F-4E would kill the radar with an AGM-45 Shrike ARM.
