Sounds like they need a better, more orderly system of early release.
I suggest:
Rinse, and repeat, until enough have been released to make room for the new arrivals.

Pierce County authorities say a man who served time in an Arkansas prison with Maurice Clemmons has been identified as the getaway driver in the fatal shooting of four Lakewood police officers.
Sheriff's spokesman Ed Troyer says Darcus D. Allen is being held in Pierce County for investigation of rendering criminal assistance. Troyer says Allen will be charged on Wednesday in connection with Sunday's police shooting.
Allen was sentenced to 25 years in prison for a 1990 double murder at a Little Rock liquor store. He was paroled in 2004.
Arkansas prison spokeswoman Dina Tyler says Allen and Clemmons never shared a cell, but lived in the same barracks - along with 50-100 other inmates - at various times during their imprisonment.
Clemmons, accused of gunning down the officers in a coffee shop, was killed early Tuesday by a Seattle police officer.
He killed two innocent people, and was released after only 14 years? That’s outrageous. He should have been executed.
Murders should only qualify for parole when their murder victims recover and sign an affidavit to drop charges.
I am no fan of Shuckster and never have been. I was outraged about his pardon insanity even before he became a Presidential candidate.
With that said, it’s not fair to blame him for a parole unless he took a personal interest in the case somehow.
He deserves all the scorn and ridicule he is getting for the clemency he issued Clemmons but parole (and often the subsequent supervision after release) is badly broken in every state that I am aware of.

Who chooses who sits on the parole boards? Governor?
Folks, God love you all, I hope you all are seeing how broken the justice system is throughout the US. This guy is not unique.
I routinely investigate guys who have double digit felony arrests and have done less than six months in jail. They almost always graduate to murder or assault first degree.
The court system is not a victim’s friend. You cannot, will not find justice there as long as weak people are in charge of it.
How do you justify letting a man out of prison for murdering one person, much less two? It’s done by parole boards and judges who will never be the victims of these crimes. They just don’t care.
Sounds to me like Darcus is due for some permanent rehabilitation.
Why can’t the victims family sue the parole board members? Personally and the state.

The Governor is responsible ultimately for parole boards but don’t think Arkansas or Washington are any worse than other states when it comes to parole. I don’t know if he appointed the board members or the governor before him and it does not matter. They are told to parole people to make room for more.
The system is a joke but it will never change until Americans get angry enough to fire the folks in charge.

I would bet there are laws protecting public employees from such lawsuits. “Sovereign immunity” means that you can’t sue the govt. itself in many places.
That in itself is outrageous. The fact that he was pardoned after serving *less* than 14 years (the trial took some time after all).
I've only been exposed to the Arkansas court system once, when we granted legal guardianship of my wife's nieces. I was not impressed. The judge was a petty tyrant, and not all that bright.
We immediately fled back to Texas with the girls.
