Obama does not necessarily need Congress at all to impose sweeping emissions cuts/mandates throughout the U.S. economy.
The Supreme Court decided last year that the EPA has full authority under existing law to promulgate regulations to limit CO2 emissions. Thus, the executive branch does not necessarily need any additional legislative authority.
