I can’t believe all the warning signs and red flags the shooter had and nothing was done.

He was also just promoted to MAJ in May of this year.

A lot has been said about that.

Without evidence to the contrary in his OMPF, he was eligible for promotion when his number came up on the list.

That was wrong in hindsight but proper in May.
