CALIFORNIA´S GOVERNOR SIGNS LEGISLATION TO HELP TRACK AMMUNITION SALES (AB 962)
California Chronicle ^ | Oct 12, 2009 | California Chronicle

Sacramento, CA – Governor Arnold Schwarzenegger signed into law legislation that will help law enforcement officials track down and apprehend armed criminals and other prohibited persons. AB 962 by Assembly Member Kevin DeLeon (D-Los Angeles) had the support of law enforcement officials from across the state and was modeled after successful city ordinances, including the cities of Sacramento and Los Angeles. AB 962 was the Brady Campaign´s top priority bill in this year´s legislature.

The law requires maintenance of purchaser records by handgun ammunition vendors. Local law enforcement can use these records to find illegal guns.

"The purchase records will provide our police officers with yet another tool to track down and apprehend armed and dangerous criminals," said Paul Helmke, President of the Brady Campaign to Prevent Gun Violence.

The new law also requires the safe storage of handgun ammunition in stores and that all handgun ammunition sales be completed in face-to-face transactions. Sacramento and Los Angeles have had great success over the last few years with similar city ordinances. "Law enforcement officials in both cities have had great success in tracking down violent criminals who purchased ammunition in Sacramento and Los Angeles," said Ellen Boneparth, President of the California Brady Campaign Chapters. "Our California Brady Chapters were instrumental in urging cities to pass the local ordinances and getting strong support statewide for AB 962."

A 2006 study by the Rand Corporation on Los Angeles´ city ordinance showed 10,050 rounds of ammunition were purchased by prohibited persons in a period of just two months. The study concluded "…monitoring ammunition transactions may help reduce the supply of ammunition to criminals and the frequency of injuries from felonious gun assaults. Such a record can also provide information for generating leads on illegal firearm possession."

A few weeks ago I had some old paper 410 shotgun shells that went thru the washer and the dryer. I got a couple of grouse with them.

This will mean long lines of heavily laden U-Haul trailers crossing the border from Nevada and Arizona.

U-Haul would be wise to offer a double-axle version of their smallest box trailer. That would be just about right for a heavy load that's nice and compact.

Yeah, well, they can't track what I already own and, with the election of the Firearms Salesman of The Year, I stocked up.

Arnold is living proof that we as a nation are NOT careful enough about who we let immigrate to this country.

Well put, Auntie!

“You all don’t have to put up with this crap in CA.”

They don’t have to, but they apparently choose to.

SOME liberals say the very phrase “Black Market” is RACIST on its face, since the Black connotation is negative! LOL.

For quite a long time my FRiend. I order some Dragunov ammo manufactured in 1951......... I opened the spam can and shot about 50 rounds..... not a single missfire. Keep in mind that the “progressives” are looking at ways to develop ammo that goes bad after a year to prevent stockpiling. So if you haven’t stocked up............ sooner rather than later is the key.

Yep, if you live there.........you should consider getting out. Maybe all this will lead to the good people migrating to ‘flyover’ country.

I've been trying to convince hubby to do just that. We took a trip last week to check out KY and WV and around there. Very pretty country! Nice and rural too.

I’m happy being in the ‘middle’. Kentucky is very nice....haven’t been in WV but have heard it’s beautiful.

Good luck to you!!! Hope to hear if you do move.

The criminal never buy ammo on the black market. Does saying that make me a racist?

1) They can't afford to pay the police now, much less a bunch of additional bullet counters.
2) They can't afford to keep anybody in prison now, much less people who by a box of ammo.
3) The court system can't deal with the criminals they have now and they can't afford to expand it to deal with everyone who buys a box of ammo.

They can pass a law requiring a policeman give you an anal exam every day....but they can't afford to send their own children to school, much less pay for that.

That 10,050 rounds is a bit misleading. It may sound like a bunch, but I purchased 10,000 rounds just this afternoon.

10K in a state the size of California, even to someone who’s not supposed to have it, is really nothing.

I’d be willing to bet that ammo smuggling into Cali becomes a BIG business.

It will for criminals.

We law-abiding, tax-paying Californians will just have to sell houses and businesses and move (and there are some very nice, Second Amendment respecting, "Red" states from which to choose.)

Here's an interesting article on relative levels of freedom in each state:

Freedom in 50 States

California is ranked 47th. My state, Colorado, is 2nd!
