In Senate testimony, constitutional experts say the president has the right to appoint independent advisors as long as the distinction between practical and legal authority is rigorously maintained.

Reporting from Washington - Five constitutional experts testified at a Senate hearing Tuesday that President Obama's extensive use of policy "czars" is legal -- as long as the officials do not overstep their authority.

Who decides when they’ve overstepped their authority? To me it looks like they’re doing jobs once performed by cabinet officials that went through a confirmation process. I’d like to see clear guidelines for these “perfectly legal” czars to make sure they don’t overstep. But then, I’m still waiting for my free pony, too.

And "overstep authority" is whatever we define it to be.

Their "practical authority . . . is not legal authority, and as long as the distinction is rigorously maintained there will be no legal problem," Harrison said in his written testimony.

What does that mean? Practical authority? What kind of authority is that? Do they mean jurisdiction? If so...then this is just pretty talk to cover-up an unconstitutional situation.

Of course, this panel of experts declined to spcify where the limits of the czar’s authority lies, or on what basis that authority is conferred.
