I don't know if they still are but in years past the Germans were real big on poop inspections to determine if an individual was healthy and if not they thought the poop would show them why not.

German toilets are often constructed so that one's, um, droppings land on a shelf rather than in the water. This is for convenience of inspection. When you flush, the water comes down from behind and sluices everything forward to the watery portion of the bowl, and from there everything goes down the drain.

Having the watery portion of the bowl in the front of the bowl and a ceramic shelf in the back often confuses non-Germans, who have been known to awkwardly sit backwards on the toilet to do their business. That defeats the purpose of the shelf.
