City's plan to ban guns has NRA up in arms

A weapons plank in a raft of G-20 Summit legislation moving through Pittsburgh City Council drew fire from gun rights advocates yesterday, prompting the National Rifle Association to consider yanking its 2011 annual meeting from the city.

The proposed ordinance would allow police to cite people for carrying a variety of items, from rotten eggs to 37 types of guns, if police perceive an intent to defy their orders.

"This is the inevitable encroachment of government in areas where they've been proscribed from doing that," said Kim Stolfer, legislative committee chairman for the Allegheny County Sportsmen's League. His group will "entertain the possibility of a federal civil rights action" if the ordinance passes, he said.

Council postponed votes on proposals to bar the use of masks, hoods, noxious substances and "contraband" weapons to defeat police efforts, pending a public hearing set for 1:30 p.m. on Wednesday in council chambers.

Council President Doug Shields raised the possibility of adding a "sunset provision" making the rules temporary. But so far, the proposals written by Mayor Luke Ravenstahl's administration don't include an expiration date.

"The fact that they want to leave it open-ended, I think is the most ominous point," said Mr. Arulanandam.

City Assistant Solicitor Yvonne Hilton said the city is only trying to outlaw "the use of the tool to obstruct the passage" of people through public places. "It's all tied to conduct, and not possession."

City officials said that one wouldn't have to commit another crime to run afoul of the proposed rules on possessing guns or other objects, or wearing a mask, with the intent of foiling police. Police Chief Nate Harper said police are trained to evaluate the totality of a situation, and gauge someone's intent.

Wonder if we can cite the tyrants and order them to disperse if we “perceive the intent” to try to further mess with our rights. You know how you perceive the intent of a goobermint official to mess with your rights? If he’s not asleep.

How can you prove intent before it happens? It's like a cop giving you a ticket because he thought you had the intent of crossing over the double yellow line.

The only training I've read so far was: (1) Taser them, and (2) shoot the family dog first.

Why not just revert back to the Democrat’s original “Black Codes”(or Black Laws), and prevent blacks from owning guns. If you went by crime rates in Pittsburgh, you would find that would do.

And here I thought the 14th Amendment, one of the so called Civil War Amendments, pushed by Lincoln, the founder of the Republican party, would prohibit that. Back then, the Democrats used what they called the “Black Codes” to prohibit black freed slaves from owning firearms.

The 14th Amendment incorporated into all the several States Constitutions the original Bill of Rights.

I think it’s called “pre-crime”. As far as the training goes, I believe they just added a 6-week segment on checking the address on the warrant before breaking down the door. It’s been costing the city too much money in new doors.

Maybe it’s a veiled way of keeping it on the table. IOW, “Shelve this stupidity and we’ll still have the convention there.”

The address on the warrant could be right but it also could be the wrong people ... one of those ‘informers’ making a mistake ...

In defense of NRA or any organization that has conferences and conventions, these have to be planned at least a year if not two or three years out, and it involves legal contracts with hotels, convention centers, etc. Its still early so maybe NRA is not committed yet, but just something to consider. They would not want to take a bath in breach of contract penalties. If they are not committed, they should be looking for alternates in 2nd ammendment friendly cities now...

I heard they also may start advising officers that, after kicking the door down, if you encounter a confused senior citizen, you should use mace or the baton, instead of the taser, in order to prevent wrongful death payouts due to cardiac arrest.

Life member, as is every child who is born into my immediate family. Actually they get their membership before they get a social security number. Major Jim Land [USMC – Ret.], NRA Secretary in case you don’t recognize the name, is godfather to two of my children.

Grandfather served 27 years on the BoD; brother serving his 17th year.

So I know a bit about the NRA and the belly of the beast ... and
I “have met the enemy...” and sometimes “he is us.”

Well, its the memberships money. I suppose if they want to tell the membership that they are going to forfeit 100K in penalties and the membership is ok with that then its a no brain-er...but usually an org is expected to have a fiduciary responsibility as well.

I don’t get it. The NRA gets slammed enough on Fr from the haters and the nonmembers. You don’t make any sense at all.
