Over the weekend someone had posted that Scott does this at the end of the month once he has identified a solid trend.
So, what you end up seeing is a big bump one way or the other when Scott finally adjusts.

Failed to stimulate the economy and reverse unemployment.
He has proposed costly, dangerous legislation that could damage the economy during a period of deep recession.
Proposed a massive health care overhaul that the majority of people don’t want to have anything to do with.
Its no wonder Obama is a deadweight, sinking to the bottom.
