WASHINGTON (CBS News) ― Internet companies and civil liberties groups were alarmed this spring when a U.S. Senate bill proposed handing the White House the power to disconnect private-sector computers from the Internet.
They're not much happier about a revised version that aides to Sen. Jay Rockefeller, a West Virginia Democrat, have spent months drafting behind closed doors. CBSNews.com has obtained a copy of the 55-page draft of S.773, which still appears to permit the president to seize temporary control of private sector networks during a so-called cybersecurity emergency.
The new version allows the president to "declare a cybersecurity emergency" relating to "non-governmental" computer networks and do what's necessary to respond to the threat. Other sections of the proposal include a federal certification program for "cybersecurity professionals," and a requirement that certain computer systems and networks in the private sector be managed by people who have been awarded that license.

This is ridiculous.
Zer0 could exercise about as much “authority over the Internet” as he could over the the nation’s cellphones, landlines, electrical frid, and water supplies.
Not much.
“Shutting down the Internet” (which is not even possible in the first instance) would also cause significantly more damage to everyday Americans and in fact the entire planet than any conceivable “cyberattack.”

You mean other than the totalitarian aspect of this law? The requirement that only a govt approved person can run a network?
Or the part of the govt taking over corporate networks and the corporation losing all control over data they have a responsiblity to protect.
Or the fact that most federal govt agencies rely on corporations to keep their networks secure and operating. So the ‘govt’ takes a corporate network and turns it over to their competition.
the reasons to be scared of this kind of law are endless.
On TOP of the fact its not necessary. Govt takeover is not going to make things more secure.

It is possible. Most of the internet backbone goes through a very few core routers. Control those and you control the internet.

It sure would. How is this Constitutional without declaring martial law? Oh that pesky Constitution that BO hates.
If Drudge hadn’t brought the CNET article to people’s attention, I’ll bet the networks would have continued to ignore it. Once he headlined it, there wasn’t much use trying to cover it up any longer.
