The primary change in the 1795 Naturalization act over the 1790 Act was the removal of the term natural born citizen. Washington was well aware of the change and woul dhave vetoed it had he not agreed with the changes.

That isn’t the question. I know they removed it. For what reason I don’t know. The question is did they have the power to make that law. George Washington signed it into law.
