N.Korea's No. 2 Leader Says Nuclear Talks Are Over
North Korea's Kim Yong-nam says the six-party nuclear talks are over for good. The reclusive regime's second-highest official told delegates at the Non-Aligned Meeting in the Egyptian resort of Sharm el-Sheikh that there can be no dialogue or negotiations "where the principles of respect for sovereign rights and equality are denied."
Kim claimed Pyongyang had no choice but to take "decisive measures" to further strengthen its nuclear deterrence.
The six-party nuclear dismantlement talks were suspended late last year and Pyongyang declared this April it was not returning to the talks after the UN Security Council condemned its rocket launch.

Ah, but Foggy Bottom and CFR will argue that such a declaration by NK is actually a 'desperate plea' for dialogue. Some CFR senior fellow must be working on the report to that effect at this moment, I suspect.:-)

Why keep talking from their point of view? They successfully strung things out until they had sufficient time to produce what they think are workable nuclear weapons and a credible delivery system. Missile defence might keep them from successfully hitting Hawaii, but they can certainly nuke South Korea. Now they will try to extort the South, holding the nuclear weapons like a gun against Seoul’s head.

And the Clinton/Bush/Obama Continuim FOOLISHLY went along with the whole damned thing all along. We are SO stupid. (Well, I mean that in a collective sense, but particularly including Ivy Leave Nose-In-The-Air Think Tanks, CFR, State Department, and all kinds of assorted idiots, toadies and maroons for the last 15 years or so.)
