As if the real-estate market wasn't depressed enough and taxes weren't high enough, the House last week passed the controversial cap-and-trade, global-warming bill that among many other things would require households and businesses to retrofit their buildings to meet new strict "green guidelines" the Environmental Protection Agency and Department of Energy would promulgate without legislative oversight or review.
Retrofits would cover everything from air quality to energy and water usage, and would require the use of government-approved "green" supplies and materials. Until the retrofits are completed to the government's satisfaction, homes and commercial and industrial buildings could not be sold. This mandate is likely to push untold thousands of homeowners already unable to pay their mortgages and taxes into foreclosure or bankruptcy; dissuade countless Americans from moving; and artificially raise real estate prices, thereby pricing out many would-be first-time home-buyers.
Enforcement and the associated administrative and personnel costs would be left to state and local governments. This would require legions of new, unionized government employees working for state and local Retrofit for Energy and Environmental Performance agencies, which would regulate government-licensed energy auditors and green tradesmen. Homeowners who choose to do the work themselves still would have to meet whatever arbitrary performance standards the EPA and DOE set and continually amend. To help homeowners and businesses pay for these expensive retrofits, cash-strapped states and municipalities would be expected to provide loans or utility or tax rebates, making the retrofit mandate doubly unfunded for taxpayers.
Meanwhile, the federal government, which already is more than $100 trillion in debt and would go further into the hole if cap-and-trade, KennedyDoddCare and the rest of President Obama's socialist agenda becomes law, would pay up to 50 percent of the cost of retrofits by borrowing from the Chinese, who already hold more than half of the Treasury's debt, and other foreigners. (President Obama should be much more concerned about America's addiction to foreign cash than foreign oil.) And with Democrats in control of government, all this spending and borrowing inevitably will lead to higher taxes.
Among those voting for this serious erosion of your once-sacred property rights were Reps. John Larson, D-1st District, Joe Courtney, D-2nd District, Rosa DeLauro, 3rd District, Jim Himes, D-4th District, and Christopher Murphy, D-5th District. These agents of "change" don't mind making it more difficult and expensive for you to change your address.

It’s always about the money - no doubt a big campaign contribution will secure the certificate and then the vendor will have an advantage over others in selling to the consumer.
Cap and Trade will make Madoff’s ponzi scheme look like nothing as the years pass. C[r]ap and T[ax]ade will make America a second class power and impoverish its citizens. Our world government masters who know better than us how we should live will celebrate it at their meetings in Davos Switzerland.
