Gov. Brian Schweitzer is calling on the Obama administration to force General Motors to honor its contract with a Montana mining company instead of going overseas to buy the precious metals used to control vehicle pollution.
By failing to shield the platinum and palladium mines, the Democrat said Friday that the administration had shown a bias against his state -- at a time when other U.S. jobs were protected with a "buy American" clause in the $787 billion stimulus act. GM is shedding its contracts with Stillwater Mining Co.'s platinum and palladium mines as part of the automaker's emergence from bankruptcy protection.....

Columbus-based Stillwater employs more than 1,300 people and runs the only mines in the United States producing the metals, about 90 miles southwest of Billings.
With platinum and palladium mined in just two other countries, Russia and South Africa, Schweitzer said GM's cancellation would put the U.S. at a strategic risk and hurt the mining industry.
A White House spokesman declined comment.

Powered by what? Cap and trade will kill the coal industry and coal fired electric generation plants....45% of the electricity generated in the U.S. Wind and solar can't begin to replace it. Nukes will take years and Obama has no intention of pursuing nukes. That is evident in the defunding of the Yucca Mountain site. Get a bicycle and a large supply of tires and inner tubes.

Didn't think so. Thus it's a totally different thing. The FedGov, controlled by one B.H. Obama, does own a majority of General Motors, which canceled the contract with the mines in Montana, under protection of the bankruptcy laws.
We already have one. It's called Constitution for the United States of America. Particularly limiting is the 10th amendment thereto, which states:
The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.
But no one really pays any attention to the old rag anymore. What makes you think they would pay attention to a mere "law"? Passing "laws" to limit politicians is as fruitless as passing gun control to limit criminal misuse of guns.
But peak demand, which is what sets the capacity, is fed by some pretty inefficient stuff, like gas turbines, older plants, etc. You don't want to use that stuff for "base" load, and so a bunch of new plants would be required. Also as the grid gets close to its peak capacity, it gets less stable.
Predicting peak demand was the subject of my Master's Thesis, in 1977 so any conclusions and details are probably OBE. FWIW, the conclusion was that you might be able to usefully predict next summers peak demand, if the weather cooperates.

how much idle capacity is there in the

at night. either in the US or anywhere else.
I realize there are , down times, seasonal factors, etc,
hydro power probably needs to be saved for the day because
of water shortages.

I notice you haven't solved the problem of getting either one up there. (hint: Bring lots of friends and pack more than just your lunch--with the economy what it is, we can always use the extra food.)
Unfortunately, the Constitution (yes, most of the time they ignore it) does not tell Congress how much money they can spend. Hence, we are $11,500,000,000,000 in debt. Ergo, we need a law that says Congress can only spend, say, 15% of our gross adjusted cumulative incomes (”GACI”). So, if you and I have an annual GACI of $100, Congress can only spend $15. Period. End of story.
What do you see as being wrong with that?

Montana is a strange place. They are all union democrats but love freedom and are getting really pissed at the federal government. They are freedom loving and politically active. just not very smart about the media propaganda.
I would guess this is the state to watch, they will be leading the charge I suspect.

But there are still quite a few people, even here, that give him the benefit of the doubt by saying things like "he's dumb," "he's naive," "he's inexperienced." He may be those things on some level but not in terms of the policies he is pursuing or the results he is getting. None of what he is doing is intended to help America IMO.
Yeah, I think that McCain only carried MT by 50%-48%—President Bush had carried it by 59%-39% in 2004 IIRC.
