Grambling Mayor Martha Andrus was arrested this morning and booked at the Lincoln Parish Detention Center.
Andrus turned herself in to Louisiana State Police Detectives at the Lincoln Parish Detention Center around 10 a.m. today. She was booked for two counts of unauthorized use of a moveable and two counts of malfeasance in office, Trooper First Class Mark Dennis, a spokesman for the Louisiana State Police, said in a statement. These charges stem from an investigation that began in January. The charges of unauthorized use of a moveable have to do with the misuse of city funds, Dennis said. Andrus was released from the detention center on a $5,000 bond. The investigation is ongoing, Dennis said. Look for more coverage in Wednesdays Ruston Daily Leader.

Unauthorized use of a moveable?
Does that mean using a state car for personal business?

If I were to have a compulsion it would not be gambling but rather sex related.
That way I would get some satisfaction - even if it were temporary.

...unauthorized use of a moveable... Wow! She'll probably fry --- AFTER somebody explains to the jury WTF a "moveable" is.
Can't they just explain a person's alleged crimes in plain English any more?

Most likely using a city-owned vehicle for personal reasons. Grambling is the little town where the university is located.

It's Louisiana statute law.
They have funny names for everything, because the statutes are based on a translation of the Code Napoleon instead of the English common law that controls everywhere else.
I once tried a case in Monroe Louisiana and spent a month or two getting acquainted with Louisiana property law so I wouldn't look like a fool.
Without looking, I bet that what it means is "personalty" as opposed to "realty" -- i.e. "everything else that can be owned except land."

I take it, some kind of property which isn’t tied down to the ground. Money, a car, a dog, an envelope, etc. But not a house or tree.

In Grambling I doubt you’ll find more than a handful at best that aren’t of the same party.......

“Party affiliation not mentioned...”
By not being mentioned, it’s pretty well known.

If it’s confusing and unintelligible to the average Anglo-Saxon, the French are at the bottom of it somewhere.
