What different does it make if it's present?It must be present because if it is passed, then the bill on the floor must be hand carried to the Senate. There is no "cyber" rule for transferring the bill from the house to the Senate.

The 300 missing pages were probably written by “paid” lobbyists for Gore's “Carbon Credit” industry... like was the case with TARP (written by lobbyists)...
