The USS John S. McCain is still shadowing the Kang Nam -- the North Korean vessel suspected of carrying weapons or nuclear material -- and it is currently 200 miles south of Shanghai, according to a senior U.S. defense official.

I’m no expert on international law, but could it be possible that there is a plan to board the ship in open waters as part of the PSI (Proliferation Security Initiative), “a U.S.-led mulitnational initiative involving the interdiction of third-country ships on the high seas on the basis of carrying nuclear materials”. It may be that the NK ship is still sailing within Chinese waters now, but once it leaves these waters maybe we’ll see an attempt to board it?
