The District ranks highest in the country for cocaine use and alcohol dependence, and has the third-highest percentage of marijuana usage, according to a new study.
The study by the federal governments Substance Abuse and Mental Health Services Administration is the result of national drug survey results from 2006 and 2007 of residents of the District and 50 states, compiled through interviews and calculated estimations.

I went to high school in downtown DC. If I had to live there, I’d need drugs, too.
I deal with 44 of the 50 state revenue offices plus the district’s and without a doubt, hands down, the district’s office is the most dysfunctional of all 51. It’s not even close. I dare you to try and obtain help with something out of the business office. Only face to face will work. Straight out of the third world.

But, alas, I am addicted to the truth. I won’t even agree to the excuse that this is ALL LBJ’s fault. In this country of historically unmatched opportunity, it is about personal choices and responsibility.
Recognition of the problem is the first, most difficult step in improving things. I would say that those who refuse to acknowledge the OBVIOUS pattern, are the racists, wanting to keep black Americans down.
Just damn that we can’t force them all into rehab!
