Energy Department Reveals Strings Attached, Asks States to Comment
June 5, 2009, Anchorage, Alaska - The U.S. Department of Energy (DOE) confirmed today there are strings attached to stimulus package funds. DOE is now inviting states to comment on a draft document that they developed for measuring and demonstrating compliance with those strings attached to universal building code provisions of the American Recovery and Reinvestment Act (ARRA). Last month, Governor Sarah Palin vetoed the $28.6 million in federal stimulus funds tied to adoption of building codes by municipalities.
DOE has repeatedly stated some energy funds are directly tied to the statewide adoption of new federal energy-efficiency codes. [Section 410(a)(2); March 12, 2009, DOE Guidance Manual, p.8, p.10, 25-26, p.33-34, Attachment 3; April 24, 2009, DOE Guidance Manual, p.8, p.10, p.25-26, p.33-34.] The codes in question are the 2009 International Conservation Code for residences and the 2007 American Society of Heating, Refrigerating and Air-Conditioning Engineers code for commercial buildings throughout the state.
As there is no statewide energy code, compliance by all local jurisdictions would include even Alaskas 114 second-class and mostly rural communities. Full compliance with the strict new codes, which regulate even the type of lighting that can be installed, would cost Alaskans thousands of dollars per new home or renovation.
We took issue with Washington's universal building codes mandate and said they were unacceptable for Alaska, Governor Palin said. Eventually, bureaucrats at DOE admitted the requirements were not appropriate and offered funding if I would just push the codes on all our communities. I believe in local control, so I said no. Now, in the most recently issued statement on the subject by DOE, the requirements are back, clearer than ever.

Are the “strings” up to the individual alphabet bureaucracies? Is this why there is so much debate about whether the “strings” exist or not?
Argue amongst yourselves. I know waste when I see it.
They can impose building codes on the states, but they can’t enforce the Bill Of Rights?
The “strings attached” phrase reminded me an old Marx Brothers movie where they attached a string to a dollar bill. They would pay a person, then jerk the dollar back as that person turned to leave.
The new “strings attached” does not fit the actions of the federal government. By accepting their money, they move into your house with a loud-mouthed, oppressive know-it-all that demands you do things his way.
It is not “strings attached,” it is tentacles attached.
We will have to pay to "improve" our homes, then turn around and pay for 4 or 5 other people to do theirs. Of course, since theirs is "free", they will choose to go all the way. Then, when WE pay his utility bill for him, it will be cheaper.
I'm ranting. Better quit!!!
The DOE document also sets out draft guidelines for policing building codes in remote, rural villages and in towns that have said no to building codes. This would include items such as checking whether communities require energy code documentation prior to issuing a building permit, conducting plan reviews for energy code compliance, and using inspectors specifically trained in the requirements of the energy building code. Suggested compliance methods include on-site audits of randomly selected communities and buildings by inspectors.
I'm sure you and I will love having these "inspectors" coming into our homes to see if we "comply". I bet ACORN can fill those positions for them.

I worked on a public (read taxpayer funded) housing project in a remote village years ago. The modest 2 bedroom homes cost taxpayers in excess of $250,000 each after paying freight on materials and prevailing wage (Davis- Bacon) for the labor. Then the locals got into the houses for under $100.00/month. I can only imagine the cost to the taxpayers for these same structures if the DOE got their lawyers involved.

Palin wrapped up her Seneca Falls visit at the Downtown Deli, where she chatted up patrons, among them Bernie Loperfido, of Weedsport. Loperfido, who works at Goulds Pumps in Seneca Falls, talked to Palin about his trip to Alaska and later explained why he voted for her last year and why he'd like her to run again."She is basically as close to our class as anyone in politics," Loperfido said. "She didn't have the wealth. I think she's more in tune with where we're at."

This is interesting because democrats in Alaska tried to say Palin was fibbing about this when she vetoed accepting stimulus funds in AK for this very reason..... seems the fibbers were the democrats and Palin actually READ the stimulus bill — a very novel thing for 99.9% of the politicians out there at the Federal as well as State levels... Sanford turned it down because he was trying to play up his “frugal” side — one reason he got shot down was he was just saying no along with this will create more obligations for all the states (true) but what he didn’t latch on to, that Palin did, is there is stuff in there that usurps states rights — things like their individual building codes. Some have said AK already meets or exceeds the new requirements in the stimulus package, but that is not her point — her point is the feds are trying to mandate individual state rights.

just being against waste but understood the big picture,
knowing what the Federal rules and regs would do to her state by calling the shots and costing more money in the end.
Basic working experience trumps those who claim to have the economic degrees and Wall Street resume.

Gov.Palin,Sanford,Jindahl are right on about the stimulus crapola (maybe Perry too...I don’t remember)....but Sanford’s legislative and judicial branches are forcing him to take the package if I’m reading things right.
How are things looking in AK (LA,TX) on the end results there? Anyone know...
She vetoed it over states rights reasons, the dims in AK tried to say she was lying, turned out she was right they were wrong and she issued a statement on it yesterday; so far it is Palin 1 dims -0-
