A report on the GQ magazine Web site is quoting unnamed former Bush administration official as blaming former Defense Secretary Donald Rumsfeld for many failures, including a delay in military assistance in New Orleans after Hurricane Katrina.
The report says "in speaking with the former Bush officials, it becomes evident that Rumsfeld impaired administration performance on a host of matters extending well beyond Iraq to impact America's relations with other nations, the safety of our troops, and the response to Hurricane Katrina.
The Washington Monthly highlights more of Robert Draper's article in GQ:
"[T]hree years later, when I asked a top White House official how he would characterize Rumsfeld's assistance in the response to Hurricane Katrina, I found out why. "It was commonly known in the West Wing that there was a battle with Rumsfeld regarding this," said the official. "I can't imagine another defense secretary throwing up the kinds of obstacles he did."
Though various military bases had been mobilized into a state of alert well before the advance team's tour, Rumsfeld's aversion to using active-duty troops was evident: "There's no doubt in my mind," says one of Bush's close advisers today, "that Rumsfeld didn't like the concept."

The idiot governor of the state, whose party was subsequently CRUSHED in the next gubernatorial election, refused to allow/request federal assistance. Bush's administration, who would've been blamed for "overriding the governor's authority" if they had gone in otherwise, waited for the word.
Yes, because the Bush team abided by the Constitution they are being blamed for the problems exacerbated by the idiot Democrat local authorities.

Nor should he, that's what the national guard is for. The magnitude of the natural disaster wasn't clear to a lot of people in the administration, and a lot of people in the Louisiana government as well. I'd expect any defense secretary to be reluctant to commit active duty troops given the information he had.
Hopefully Rumsfeld will come out of retirement to join Dick Cheney.

No kidding. Thats why we have National Guard, commanded by the state governor. They are still trying to hide the fact that three states were hit, and two of three state governors had their guard mobilized ahead of the storm and on the ground before the wind stopped blowing. The governor of Louisiana wouldn't deploy her Guard because "it wasn't safe".
It was only after Bush federalized it that things got under control. There have been hurricanes before and hurricanes since. Only the one on Governor Blanco's watch turned into a horrorshow nightmare.
Ah it just came back to me-Kathleen Blanco. But I excuse myself for forgetting, she is eminently forgettable.
They had to give up bashing President Bush for Iraq, torture, etc since Hussein’s doing most of the same things.
