Didn't he a several other RINO's support Obama because (among other things) Obama was somehow adverse to nation building and they didn't like how Bush handled Iraq in regards to nation building?

The only long range solution does involve nation building. That will be a long long process..first you must defeat all the warlords.

Building a Somali Coast Guard is only going to work if the Somali’s desire to stop the piracy. And they don’t.
I’m in favor of heavily arming any Christians there, but not in aiding the Muslims, until they renounce wars on infidels in both word and deed.

The exit strategy.
Cut and run when things start going wrong.
I believe we can identify the major pirate factions and the warlords that support them. Attack these, taking out the warlords mansions/base of operations, and taking out the pirates motherships and the pirates manning themn at the time.
This removes all incentive to engage in such activities.
...and do it everytime one of them raises their head.
We can do that, and we can do it without a lot of boots on the ground, or engaging in "nation building" in a place where they manifestly do not want to be assembled into a "nation".
Then, we go about our business on the sea lanes that pass near there letting these people fester in their onw juices...just making sure they do not impact areas where we do have legitmate national interests like the free passage of our vessels and commerce on the sea lanes.
It would be wonderful if Somalia had a functioning government that would control these things themselves. But they’re still a few centuries away from that capability.
