OPINION:
I think this is pretty standard, commonsense type of an announcement.
Anyone, especially a store which sells these products; would probably contact their local law enforcement if they believe an incident is suspicious.

Well, this might put a crimp in black powder season this year.

Guess it counts what feels suspicious....
I have friends who shoot bp mortars and cannon...and they use large amounts of black powder...I hope they have regular vendors who realize that they aren’t suspicious...
Today I had a chance incounter with a local policeman (whom I know and like) while shopping. I asked him if given the order to start collecting firearms from the citizens, would he do so.? “I will do what the law tells me to,” do was his reply. My thoughts were, don’t come to my house in the middle of the night as my 2 Dobermans hear everything which gets my Bull Mastif upset, which inturn angers me. I am getting like everyone else I suppose, better to be ready than not.
