They're private security guards, already on patrol, but they may soon have the powers of Chicago Police officers.
As CBS 2 Chief Correspondent Jay Levine reports, the private security officers now on patrol on the city's Far South Side are expected to have their powers expanded as part of a citywide ordinance now being prepared

OCP will be taking the whole city of Detroit private any day now. Maybe it’s not such a bad idea.
The great irony in this is the possibility that these are the very same people that made such about what Blackwater did in Iraq, and now they want them to police their own citizenry.
Come to think of it, not a bad idea. If a number of large cities outsourced their policing duties to a private firm things might be much better. Private security officers could focus on actually fighting crime rather than enhancing municipal revenue with speed traps, DUI road blocks, McGruff the Crime Dog, and D.A.R.E. programs.
I’ll bet Blackwater would bid on it.

I suspect you’re going to see contracts with the NOI (Nation of Islam), which hires out its goon squads to rappers and thugs worldwide. I swear that Bambi himself had some NOI “security” at some of his appearances, or at any rate, they certainly did not look like Secret Service.
