Office of Profit = getting a paycheck from the United States Treasury.

Office of Trust = holding a commission in the United States military and commanding a portion of its military forces. There are of course other Offices of Trust in the United States government, but this definition will do for this situation.

In the case of the military, these are exactly the class of people the writers of the Constitution would fear might have their heads turned against the U.S. and its interests by the machinations of foreign powers.

In the case of Reagan, I do believe he may have been retired by then, but he was drawing a pension from the government. The concept of an Office of Profit is less obvious in that case. I would say an former President is barred from receiving foreign honors without the consent of Congress. If you disagree that is your right.

Actually, I don’t think he outright supported Hitler. I believe it was because he didn’t believe that America could win against Germany and that it would be a waste of time and lives trying to help Great Britain.

Nonetheless, Joe Kennedy was a scumbag just the same.

All except President Reagan were military men. US Constitution refers to members of the Legislative Branch. As such, Congressional approval is needed for Swimmer to get a title.

I've already responded to something similar to this in another post on this thread. The prohibition is not limited only to the Legislative branch. At a minimum all the military men had to get consent from Congress.

And certainly Teddy has to get consent from Congress. But not because he is in Congress, but because a United States Senatorship is an Office of Profit and Trust. No matter how untrustworthy Teddy has acted while holding it.

The point is to keep the officeholder from being bribed by the machinations of foreign governments.
