Did he mean price-to-earnings ratio? The traditional definition of PE ratio?
If Bush had said the above, it would be ipso facto evidence of his idiocy.

If it had been Bush, the media goons would have asked what is a P/E ratio?
What the Bamboozler said was this:

If any Republican had said that, the media would be pointing out that it is economically and mathematically illiterate as well as ungrammatical.
The P/E ratio is the "Price to Earnings" ratio.
"Price", not "profits". "To", not "and".
What he meant to say is something like:
"What you're now seeing is price to earnings ratios getting to the point that buying stocks is a good thing if you have a long-term perspective on it..."
