Without to much detail.

Most of the common things won't work because of the countermeasures and protective systems on the vehicles etc. These vehicles carry systems on board that like a fighter with his countermeasures defeat certain electronics. However, the bad guys are looking for specific types of electronics that are not easily defeated nor commonplace everywhere.
