Dems Downplay Obama's Plan to Oversee 2010 Census

President Obama's plan to have the Census director report to the White House has sparked protest from Republicans who accuse the president of a political power grab.
With Republicans increasingly critical of President Obama's decision to step up White House oversight of next year's census, some Democrats are downplaying the move, saying it is not even official yet.
Obama's plan to have the Census director report to the White House in addition to the Commerce Department has sparked protest from some Republicans, who accuse the president of a political power grab. One GOP lawmaker is pushing for an investigation into the planned move.
"I think this is way too premature," said Democratic consultant Dan Gerstein, claiming that this was all started by an "unnamed White House source saying they may do this" and that no announcement has been made.
In fact, Congressional Quarterly first reported Obama's plan last week and the White House issued a statement shortly afterward, saying the president planned to follow a historical precedent of having the director of census work closely with White House senior management.
A White House official on Wednesday declined to comment on Rep. Marsha Blackburn's call for an investigation but provided FOXNews.com with a statement noting Obama has not proposed removing the census from the Commerce Department and that the same congressional committees that had oversight during the previous administration will retain that authority.
"The president recognizes the importance of ensuring that the Census Bureau conducts a complete and accurate count through a process that is free from politicization, and he looks forward to working with members of Congress on both sides of the aisle and Secretary-designate [Judd] Gregg to achieve that goal," the statement said.

You know, I wonder if those “Bush is going to create a crisis to remain in power” rumors weren’t started by the Dems in the first place to make it seem ridiculous if we throw out the same charge. But it seems that is exactly what is happening.
I don’t think 80% of the country even understands the total ramifications of this. Heck, I consider myself pretty politically astute and I’m not positive how this can be manipulated exactly. But I do know that it can’t be good. And it seems to be just the start of things taken from different oversight dept’s and directly reported to the “White House”. We have a three branch system for a reason. You start throwing too much stuff under the “White House” umbrella and you have got yourself a dictator.

And the news conference in which the Black Caucus announced that BO promised them he would oversee the census because they were afraid of Judd was just a mirage??? Honestly, these liars should be aware of video tape by now...

There's a theory among Democrats that the US Census fails to properly account for all the homeless.
Even an extra effort made under Jimmy Carter, and then George H. W. Bush, and then under Bill Clinton failed to find the many millions of folks living in culverts that they have imagined.
The whole issue is ideological in nature ~ there is no evidence that the Democrat beliefs regarding homelessness in America are true.
Frankly, if we can get the Democrat White House bogged down running around after the missing "homeless" that will probably keep them distracted enough that they'll leave everything else alone. They should be absolutely frantic after finding they've spent 90% of their President's time on this and gotten no results.
BTW, the alternative theory that they want to use the Census to distort apportionment is probably true as well, but they probably don't want to take the risk that some Republican legislatures may be equally inspired to do internal state gerrymandering that totally blows away whatever benefit they might get on the national level.

Illegal-immigration enthusiasts at the National Association of Latino Elected and Appointed Officials (NALEO) may be partially responsible for President Obama's recent decision to force the U.S. Census to report directly to the White House. According to Congressional Quarterly, the decision was made after NALEO issued a press release questioning the qualification of Obama's GOP appointee, saying:
Secretary of Commerce-designate Judd Gregg's record raises serious questions about his willingness to ensure that the 2010 census produces the most accurate possible count of the nation's population.
What makes the Census "accurate" according to NALEO? The inclusion of illegal aliens, of course. When the 2006 amnesty bill was being debated, NALEO opposed one component of the bill aimed at eliminating the practice of counting illegal aliens in the Census, saying:
S.2611 requires the Census Bureau to consider excluding undocumented immigrants from our Census enumeration for the reapportionment process. This exclusion would prevent our nation from obtaining an accurate Census count and achieving fair apportionment and representation in our nation.
While Senator Gregg's immigration record is a mixed bag, he is probably aware of how illegal immigration is dramatically warping congressional reapportionment. A Center for Immigration Studies report revealed that many low-immigration states which might seem unaffected by immigration are in fact experiencing a significant erosion of their political influence in Washington. For example, the presence of illegal aliens in high-immigration states caused Indiana, Michigan, and Mississippi to each lose one seat in the House in 2000, while Montana failed to gain a seat it otherwise would have. Illegal immigration not only redistributes seats in the House, it also affects presidential elections because the Electoral College is based on the size of congressional delegations.
Is Obama's plan to take greater control over the Census all about reapportionment? Congressmen in Utah's Republican delegation are suggesting it is. Interestingly, Utah failed to gain a seat it otherwise would have but for the inclusion of non-citizens in the 2000 Census.

Im not positive how this can be manipulated exactly Sampling. The Democrats are sure that Democrats are being under counted, so they don't want to try to count everyone. They want to select a sample population and extrapolate.
It is basically the same as the MSM's national election polls. Poll a carefully selected sample that leans heavily Democrat, then adjust it to make it more Democrat, then extrapolate it to the entire population, taking care to adjust it as necessary to make it more Democrat.

The Dems also insist that blacks are undercounted, and the last time around, I think the government finally gave in an adjusted the numbers upwards, although not as much as they wanted. Blacks are the most solidly Dem constituency of all, so naturally the Dems want to give them as much numerical strength as possible.
This time they want to do the census by sampling - that is, guesstimate. If you’re in charge, you can guess whatever sounds good to your political party and ethnic group.

The electoral college margins in 2000 and 2004 were very narrow--so shifting a few Congressional seats and electoral votes could potentially be decisive. I think Bush's margin in 2000 would have been a bit larger if the electoral college had reflected the results of the 2000 census (of course it takes a while before the reapportionment is put into effect).
The plane crash in Buffalo is a tragedy for all those concerned, but may have been a lucky break for Obama, in that it diverted news attention from the reasons why Gregg withdrew his name.

So, zero is going to put his ACORN army at work creating fraudulent census counts. That is way to easy. Expect to see a surprise, unexplainable shift of people moving to broken down, depressed RAT (I just cannot call them blue states, we all know they are RED states) states, shifting congressional seats to safe RAT states and away from conservative states - I see 2-3 seats being stolen which cannot be reversed for the next 10 years.

The "sampling" idea has already been knocked down by the courts. However, "sampling" has always been used to validate the integrity of the findings.
What you have to look at are things that would affect the aggregate number of Democrat districts ~ apportionment at the national level might be changed at the margins by a Congressional district or two, but history has shown it's never going to be much more than that since you will be moving around districts of about 680,000 population. Take an awful lot of "homeless" to come up with an adjustment for a single district. Maybe there are that many black people who evade Census Bureau's best efforts, but unlikely.
The best bet for the Democrats has always been in the courts where they could get friendly judges to "create" black majority districts (which dilute the black vote but otherwise put blacks on the floor of the House of Representatives).
The best way to manipulate the judges is, of course, to create disputes at the highest levels about the most nebulous of differences ~ this gives a Leftwingtard judge "cover".
So, whatever was going to go on regarding the actual census, the Democrats had lined Judd Gregg up as a source of dispute thus feeding the fires for later law suits regarding apportionment!

So let’s assume the party affiliations were reversed, and how would it be going for Bush right about now ... I wonder what the Democrats would be saying? And PRAVDA?
