Ralph Surman, a national executive member of the Association of Teacher and Lecturers, said a significant number of young people who were brought up by single mothers in the 1980s are now doing nothing with their lives, have no work ethic, few social skills and cause higher crime rates.
Mr Surman, a deputy head of Cantrell Primary and Nursery School in Bulwell, Nottingham, said: "We must talk about a class of uber-chavs. They are not doing anything productive and are costing taxpayers a fortune.
"It is very difficult, almost impossible, to take these people now and provide basic social and work ethic skills.
"The offspring of the first big generation of single mothers were children in the 1980s. Now they are adults with their own children and the problems are leading to higher crime rates and low participation in the labour force."
He spoke after figures obtained by the Conservatives showed the number of 18 to 24-year-olds classed as Neet - young people not in education, employment or training - has soared over the last five years.
Unemployment rates among 20-year-olds alone has rocketed by almost 50 per cent since 2003.
David Willetts, Conservative shadow skills secretary, who obtained the figures following a Parliamentary question, said: "The rise is vivid evidence of the deep problems in our education and training system.
"People are dropping out once school finishes because they can't find the right opportunities. From 18 onwards, the position is especially bad."
The number of 18 to 24-year-olds Neets increased from 590,000 to 730,000 over the last five years. Numbers increased by 38,000 to 113,000, figures show.
Mr Surman's comments were criticised by David Mellen, head of education at Nottingham City Council, who said the term "uber-chav" demonises young people and is damaging.

Socio-economics. A yob may be from any background, a chav is invariably from what the sociologists and socialists amongst you would describe as ‘deprived’ whilst they wrung their hands.

The meaning of "super" is entirely derived from Nietzsche's coinage of the "Übermensch", which is correctly rendered as the "Overman", and N. meant to indicate something like "Transcendent Man", but that was lost on us.
Of course, "über" is cognate to "over", and all the "über-" words in my Harrap's Concise German correspond to it in meaning. E.g. "übernachst" = "over next" (nextdoor) ; "übergehen" = "to go over" ( to the enemy ) ; "über schneiden" = "over cut" ( intersect ) usw.

You’ve had them for decades. You call them white trash and rednecks.
If a youth is paid by the government to do nothing, then it is the government keeping him down.
Rather than pity single mothers and their children (not equating them with widows and orphans, or true victims of husbands who abandon their families), the behaviors need to be shamed.
Hooking up is supposed to be BAD. It needs to be a shameful thing. Children unfortunately born to poor single mothers need to get out there and work twice as hard as their peers from intact homes to become self sufficient and rise above the unfortunate hookup that led to their creation.
In tough economic times we need to save our charity for the people who need it THROUGH NO FAULT OF THEIR OWN. We need to constantly be noting this when we look at programs to help the “poor.” No more pitying the partiers.
Actually what they are called would get me banned.

Sources say it's from gypsy slang. I suspect it may be related to Spanish "chavo."
One of the wiki links mentions a Geordie variant (different pronunciation, I'd guess). That'd be northeast England, places like Newcastle. Very blue-collar, very high unemployment, poor education statistics, local industries all but dead.
Near the Scottish border, too - and the Cheviot Hills. I wonder if there's some element of that in the word "Chav".
They used to make excellent cannon fodder.

Telegraph used to be the conservative newspaper. It changed hands and went awry a couple of years ago but it’s showing signs of returning to its roots.
