CA: State budget cuts would hit GOP areas hardest

Sacramento - Solutions to the state's $42 billion budget gap remain elusive as Republican lawmakers rebuff proposals for new taxes, arguing that California spends too much. But parts of the state that the GOP legislators represent would be hurt most by deep cuts, according to a Chronicle analysis of state data.

Counties in far Northern California and the Central Valley, where both Republican leaders of the Legislature live, receive far more state money per capita for education, health, welfare and prisons than the Bay Area or the coastal region, according to a report by the nonpartisan Legislative Analyst's Office.

Modoc, Kings, Tulare, Yuba and Fresno counties consume far more state dollars than they contribute, the report found. Modoc County, for example, contributed $768 per capita in taxes to the state's general fund while receiving $2,216 from the state.

Marin County was the biggest tax donor among the state's 58 counties, contributing $4,793 per person to the state's coffers while receiving just $606 in state services. San Mateo, San Francisco and Santa Clara counties rounded out the top four donor counties, while four other Bay Area counties were in the top dozen contributors to the state's coffers on a per capita basis.

That’s going to be the problem, not enough TAXPAYERS left in Calfornia to support to folks getting hand outs.

Yes... but what is the POPULATION of these counties? I'm betting the liberal counties has far larger population. So much for the Chronicle "analysis."

It sounds like a scare tactic to get the good folks to push their conservative congressmen to accept the liberal agendas...

That's okay, California, keep treating those GOP parts like the trash you think they are; they will eventually do what they should have done long ago - leave that cesspool of human indulgence in entitlement.

Truthfully, there's nothing I'd like to see more than California finally divest itself of decent people and be left with the throngs of no-good and the ravages they face when they findout there isn't any more 'other peoples money' to spend.

Kings, Tulare and Fresno counties are where the illegal aliens are. No wonder that they contribute less per capita net. Low wage jobs in agriculture don’t pay the state tax bills, and illegals getting free services from health, welfare and schools doesn’t help either.

Sure it is. Divide the prison costs of San Quentin amongst all the pop of Marin. Now divide the costs of Corcoran amongst the pop of Fresno county. You'll find that Marin gets less per capita for their prison. But, I'll betcha that the Dem strongholds aren't clamoring for the prisons to be moved to Berkeley.

Guess where the State Parks are. Rural counties. Where do the aquaducts and canals run? Rural counties. Who benefits the most from these? The cities do, but the costs for these infrastructures are spent out in the countryside, where the total population base is smaller.

I realize that but if you factor in the total funds distributed to each county... I'm sure you will find that the liberal counties get far more than the poorer and less populated counties do. If anything, this analysis is one-sided...

Fair enough. Tell you what, legislators:

1. Stop taking our tax money. We’ll keep all of it to fund activities we deem necessary, or better, let our taxpayers keep it.

2. Stop subsidizing illegal aliens in these counties. No health care, education, welfare, foodstamps, transportation, etc. Let them get along on what they can earn. If you’re worried about them, we will transport them to the outer borders of the named counties and you can do what you like with them, but once they leave, they’re not allowed back in.

3. Cut the schools, hospitals and prisons in these counties loose from the state system and let us run them on the money we can raise locally.

4. Stop taking our water to send to Los Angeles. Los Banos now will be used to water farms on the west side of the Valley.

5. We’ll start building a wall around the counties and we’ll decide if you get any of the food we produce. Kern, Madera, Mariposa, San Joaquin and Stanislaus Counties will likely join us and others will follow once they see what freedom is like.

6. So long suckers!

Rural economies are based on the development of natural resources - timber, farming/ranching, recreation and mining. The federal and State governments have heavily regulated and essentially prohibited productive use of natural resources in California's rural areas. The Northwest Forest Plan stopped timber harvest cold and closed mills for the northern spotted owl. Listing endangered salmon and the Clean Water Acts have reallocated revenue and available land and water away from agriculture to producing salmon. The gas prices have affected recreation and there has been a steady stream of legislation and lawsuits to halt small scale suction dredge mining.

These are all liberal policies made by urban legislators based on emotion and the romance about saving the environment. They haven't a clue about rural culture, values and economies. They have created mass poverty with companion problems of substance abuse, child abuse and crime. (For instance, our area has 5 times the assault rate per 100 people as Los Angeles.) Northern CA is replete with long term distressed communities. These are some of the reasons why.

Urban people should be and are paying for what they have done to us. They have created a dependent rural population. We rural people and our Republican legislators would prefer that they back off the regulations, return access to our natural resources and help us rebuild the economic infrastructure they took apart. We would like it if they would let us make a living and support ourselves.
