US President Barack Obama's offer to talk to Iran shows that America's policy of "domination" has failed, the government spokesman said on Saturday.
"This request means Western ideology has become passive, that capitalist thought and the system of domination have failed," Gholam Hossein Elham was quoted as saying by the Mehr news agency.
"Negotiation is secondary, the main issue is that there is no way but for (the United States) to change," he added.
After nearly three decades of severed ties, Obama said shortly after taking office this month that he is willing to extend a diplomatic hand to Tehran if the Islamic republic is ready to "unclench its fist".

Iran is slowly starving to death. They have lost so much in support of growing numbers of people. Hardly 20% at most of Iranians even know what the revolution was all about.
Increasing numbers of Iranians are seeing the Mullah controlled government for what it is. The bearded fat cats stay healthy and well feed, while there is no work for the masses, and less gasoline and what used to be easy to get western goods. The threat is constantly over them that foreign nations may bomb their nuclear facilities into dust. Their very lives are controlled by the revolutionary guard.
The Mullahs fear the military could turn against them and their IRGC.
All is not right within the Mullah bureaucracy. Mahmoud Ahmadinejah may find his ass out on the street in due time.
With the low price of oil they are really going under fast.
So all they have is the standard bravado to go on. The vast number of people probably cringed each time the few shoot their mouths off.
It will be interesting to see how much Russia and China are willing to go out on a limb at this point in their continued protection of a failing state.

Of course I agree with you. But it will be interesting to see if Israel does decide to go in with conventional weapons and destroy as much of Iran's above ground facilities as possible, what the two will do. We can look back and see how the Russians exited in quite a hurry when OIFII started. Even giving Saddam such foolish hints that we would bring in our main force through Jordan, when they fully understood we had no forces in the Med built up to do such a thing.
And what will be most surprising to me is if Israel decides to expend it's air forces in such a long distance endeavor. I had for the past few years argued against their potential for such a long distant mission which would have to be very involved, air support, taking out so much AAA/SAM sites and Iran's air force just to get at a point where they then could perform rather large bomb runs etc..
Their air force make up is not designed for long distant missions. But never the less. If Bibi takes the helm, he made it clear he will end the Iranian nuclear weapon program one way or another. And they can't use their nuclear arsenal. It is against their nature to do a nuclear first strike. And a lot of Iranians would go up in a poof close to all the facilities scattered in various locations.
I for one continue to roll these things through my mind and come up with a blank as to just what Israel might be able to achieve. Surely we are not going to see the US perform any air strikes on Iran for at least four years, unless for some reason Iran could assemble a few working atomic weapons and plant them in Israeli cities unnoticed, which we would consider rather ridiculous to consider.
Hopefully the Iranian peoples will finally reach a breaking point and go after the Mullahs. The IRGC just may fall apart if this happened, and let a military group set up a temporary government. Will young men kill their brothers and fathers for the Mullah. Of course I think out loud and you should not feel obligated to respond in kind. Just some thoughts I believe are not far off the mark in general terms.

In another JW story (can’t find it now), another commenter posted a link to a very disturbing document published by the US Muslim-Engagement Project at http://www.usmuslimengagement.org. On the right of the page there is a link to a document titled “Changing Course: A New Direction for U.S. Relations With the Muslim World.” The Project includes the leadership group members Madeleine Albright, Richard Armitage and Ziad Asali, and many others, such as Ingrid Matson, who are well known to JW readers.
This document, published in January 2007, describes a world view of Islam based on economic privation and Western aggression as the principal causes of Muslim ailments, and is completely void of any of the religious factors JW readers are familiar with. It embraces many of the Leftist concepts of Muslims as victims so beloved by the U.N. and our State Department — and uses some of the same language Obama has used in his recent statements.
I am left to wonder if this is the blueprint Obama is using for his new approach to the ME. If so, then one might expect to see those members of the leadership group assume increasingly important roles in Obama’s reach to the Muslim world.
Highly recommended, but also very disturbing, reading for a hint of possible things to come. Essential reading for those who take Sun-Tzu’s advice to heart: Know your enemy.
