I agree, it would be proper to do so, but a “Major Bush Rule”? You could infer from the title this would have a national impact, one of Bush’s major “rules”, not that he really gets to make any.

I bet before long he’ll hardly show up at all. He is so out of place, he’ll be leaving all of the decision making up to others and will only be their spokesman when it is time for a bunch of platitudes with no substance. If I had a farm, I would bet on it.
