Executive Orders (EOs) are legally binding orders given by the President, acting as the head of the Executive Branch, to Federal Administrative Agencies. Executive Orders are generally used to direct federal agencies and officials in their execution of congressionally established laws or policies. However, in many instances they have been used to guide agencies in directions contrary to congressional intent.
Not all EOs are created equal...[a] subset of Executive Orders are those concerned with national security or defense issues. These have generally been known as National Security Directives. Under the Clinton Administration, they have been termed "Presidential Decision Directives."
Executive Orders do not require Congressional approval to take effect but they have the same legal weight as laws passed by Congress. The President's source of authority to issue Executive Orders can be found in the Article II, Section 1 of the Constitution which grants to the President the "executive Power." Section 3 of Article II further directs the President to "take Care that the Laws be faithfully executed." To implement or execute the laws of the land, Presidents give direction and guidance to Executive Branch agencies and departments, often in the form of Executive Orders.
Controversy
Executive Orders are controversial because they allow the President to make major decisions, even law, without the consent of Congress. This, of course, runs against the general logic of the Constitution -- that no one should have power to act unilaterally. Nevertheless, Congress often gives the President considerable leeway in implementing and administering federal law and programs. Sometimes, Congress cannot agree exactly how to implement a law or program. In effect, this leaves the decision to the federal agencies involved and the President that stands at their head.

Executive Orders can be over turned by the congress.

Ban hunting and shooting on all federal lands.
Ban the sale and use of lead bullets.
Those two are the first that come to mind but there will be many others along those lines.
Continue the path of Clinton, who issued more executive orders than any President. Rule by fiat; it gets his “plan” implemented, and it gives cover to Congress who can say they never passed the laws or rules. And counters from the GOP will be easily blocked in committee.
The Slavery Party (Democrats) know that rule by fiat is the ultimate power, and the easiest way to achieve what you want. Dictate it to happen, and have a Congress claim impotency to overturn the dictates.
Prosecutors and sheriffs from across Missouri are joining something called the "Barack Obama Truth Squad." Two high-profile prosecutors are part of the team. We met them this afternoon in the Central West this afternoon. They are Jennifer Joyce of the city (and) Bob McCulloch, the St. Louis County prosecuting attorney. They will be reminding voters that Barack Obama is a Christian, who wants to cut taxes for anyone making less than $250,000 a year. They also say they plan to respond immediately to any ads and statements that might violate Missouri ethics laws.
Jennifer Joyce: We want to keep this campaign focused on issues. We don't want people to get distracted, and Missourians don't want to be distracted, by these divisive character attacks. So we're here to respond to any character attacks, to set the record straight.
Bob McCulloch: Whether it is directly attributable to the campaign, or to one of the soft-money operations, if they're not going to tell the truth, then somebody's got to step up and say "Wait a minute, that's not true. This is the truth."
Mills: Now the Obama campaign tells News 4 that others, prosecutors and sheriffs, are also part of the team, including some from the Kansas City area, and from rural parts of Missouri. We're also told the truth squad is expected to include Jefferson County Sheriff Glenn Boyle.

Since this is what he was capable of doing as a Candidate, I can easily foresee Obama creating a national "Truth Squad" to go after people who speak the truth about him, disagree with his policies, and maybe a few EO's granting special dispensations to "minority" groups like transvestites and transgenders, limiting the scope of Homeland Security agencies and Immigration Services, banning the use of any interrogation methods that human rights group may find "offensive," declaring that Federal offices be closed for Ramadan but not for Passover, Rosh Hashanah, or Yom Kippur, and the other possibilites are endless.
