Continue the path of Clinton, who issued more executive orders than any President. Rule by fiat; it gets his “plan” implemented, and it gives cover to Congress who can say they never passed the laws or rules. And counters from the GOP will be easily blocked in committee.
The Slavery Party (Democrats) know that rule by fiat is the ultimate power, and the easiest way to achieve what you want. Dictate it to happen, and have a Congress claim impotency to overturn the dictates.
That seems to be the reason (well, one of the reasons) the left liberal sheep think he's the worst president ever.
