To provide for the implementation of a system of licensing for purchasers of certain firearms and for a record of sale system for those firearms, and for other purposes. Sponsor: Rep Rush, Bobby L. [IL-1] (introduced 1/6/2009) Cosponsors (None)

Blair Holt's Firearm Licensing and Record of Sale Act of 2009 - Amends the Brady Handgun Violence Prevention Act to prohibit a person from possessing a firearm unless that person has been issued a firearm license under this Act or a state system certified under this Act and such license has not been invalidated or revoked. Prescribes license application, issuance, and renewal requirements.
Prohibits transferring or receiving a qualifying firearm unless the recipient presents a valid firearms license, the license is verified, and the dealer records a tracking authorization number. Prescribes firearms transfer reporting and record keeping requirements. Directs the Attorney General to establish and maintain a federal record of sale system.
Prohibits: (1) transferring a firearm to any person other than a licensee, unless the transfer is processed through a licensed dealer in accordance with national instant criminal background check system requirements, with exceptions; (2) a licensed manufacturer or dealer from failing to comply with reporting and record keeping requirements of this Act; (3) failing to report the loss or theft of the firearm to the Attorney General within 72 hours; (4) failing to report to the Attorney General an address change within 60 days; or (5) keeping a loaded firearm, or an unloaded firearm and ammunition for the firearm, knowingly or recklessly disregarding the risk that a child is capable of gaining access, if a child uses the firearm and causes death or serious bodily injury.
Prescribes criminal penalties for violations of firearms provisions covered by this Act.
Directs the Attorney General to: (1) establish and maintain a firearm injury information clearinghouse; (2) conduct continuing studies and investigations of firearm-related deaths and injuries; and (3) collect and maintain current production and sales figures of each licensed manufacturer.
Authorizes the Attorney General to certify state firearm licensing or record of sale systems.
That's probably the best outcome we can hope for sadly, but I'm afraid that's not what will happen. I'm afraid the evidence clearly shows from Ruby Ridge to Waco to Elian Gonzales even....the govt will crush the scattered, isolated patriots.
IOW he knows very well that the criminals will still be armed and wants it that way. Anybody who doesn't understand that our overlords plan anarchy followed by international "peace-keeping" to "restore order" isn't awake. 320 days and STILL no charges filed. Nor has their property been returned under "civil asset forfeiture. Even though there ARE NO CHARGES.
This isn't an isolated case. Look at Red's Trading Post. The treatment of that po-bucker in a Wisconsin jail for 30-months due to that loaned a rifle that malfunctioned. This guy in Cali that is in trouble because of his LEGALLY owned firearms in his trunk while on the way to the range. Etc... These are just the more recent ones that I can remember without having to resort to a Google search for.

Agreed. But, it's better that the bad laws happen now at the start of the first term. Liberals all think their ideas (especially concerning guns) are mainstream and held by a majority of Americans. If the bad stuff happens now and we have a good chance of a control reversal in the Congress for 2010. 1994 was the proof of that. I just feel sorry for the folks who turn out to be the first test cases of American tyranny gone public.

This is precisely what they plan. During the campaign, a lot of ghetto-types kept saying, “its payback time”. Of course the only payback we really deserve is a “thank you”, but since they are brain washed from a very young age to hate Whitey, the payback they envision is white genocide.
The problem with that is, the CONSTITUTION says, that the people have the RIGHT to keep and bear arms. NOT the privilege.
Having the government say that a license is required to own firearms, gives the government full control over who is allowed to have them and who is not. This makes it tyranny and nothing more.
All Americans will be required to get their license and declare their fire arms, registered or not, or face becoming a felon. We all know what the final step will be after this happens. Outright confiscation, because the government will know were all the firearms are. At least those held by law abiding citizens.
Hunting will also be severely controlled or banned outright, using natural population control methods to replace it.

Personally I think our government and the process by which it is formed are beyond broken. IMO there is no way to fix it through elections. There is simply no viable opposition party to the demrat machine. The RINOs are really democrats and they will not allow conservatives to take it over.
And the ignorant people begged for it.
