The article makes it sound battery powered. The added current generated from the wind just helps a bit.

It’s an electric car. Solar powered battery. The wind turbine is there to help the battery. I’d assume that you could also plug the car in if need be.

use a solar-powered battery to get it moving but will then use the airflow passing over the vehicle to power a turbine That sounds awesome. It actually gives me a brilliant idea I need to get working on the patent. Don't tell anyone but I plan to use solar power to kick start my hot water heater. Then I will use steam from the hot water heater to generate electricity to power my house. Once I get that electricity I will use it to heat my hot water to make even more electricity. If I can get optimal sunlight I think I can power the entire midwest with a solar panel I pulled off an old calculator.

They must have figured out a way to put wheels on one of these, but the wide-load and clearance height is gonna be a problem:

Idiot reporters print perpetual motion as straight news with disturbing regularity.
BTW this is obfuscated perpetual motion. They claim the turbine is only there to help the solar cells.
What they don't say is that the turbine can't make more energy then the amount it contributes to drag. It's a net loss.
Their claims regarding Solar cell efficiency are preposterous as well.
