It’s an electric car. Solar powered battery. The wind turbine is there to help the battery. I’d assume that you could also plug the car in if need be.
The turbines (4 of them) charge a supercapacitor for "immediately available" energy.

The thermodynamics I learned at engineering school says don't bet on it. Perpetual motion is still not patenable.
