Illinois contested a motorcycle helmet provision for three years, the money was put in escrow. The helmet reg. was finally pulled and all the dough was freed up. This was about a dozen years ago. We had a different state government then.
Think you missed the point here. You do not have to be a licensed driver, be driving, or even own a car to be arrested for DUI. They only have to say they believe you were about to drive. Matter of fact in recent years they’ve been busting folks on bicycles and riding lawn mowers for DUI.
Designated drivers are now being arrested as accomplices to a crime.

So the assertion that Driving a car is a PRIVILEGE, not a RIGHT is inaccurate because there is a right to drive a car.

While it is not currently permissible to drink AND drive (a relatively recent development), it is perfectly legal to drink THEN drive (although not advisable).

I have just read this entire thread, and I am amazed at the number of nanny state totalitarians that now post on FR. No, I’m not advocating drunk driving, but I’ve had friends that did jail time for sleeping in their car (keys were inside car.put on the cuffs )...the laws are insane.
I remember a State Police sign that was on Rt 13 in Delaware that would post “100 traffic deaths this year, 40 alcohol related”...I know what they were trying to say, but what it told me was that 60% of the people out the can’t even drive sober.
Nobody who gets to that point "passes" under current law.
