Regarding cremated remains, EPA rules state they also should be released at least three nautical miles out to sea, and notification afterward is required.
Meanwhile, the EPA leaves it up to the state to regulate the waters within three nautical miles.
The state Department of Health allows scattering of human ashes within three nautical miles without any special permit or notification required.
That’s because cremated remains are not considered a health hazard, said Health Department spokeswoman Janice Okubo.
The department just asks that “whomever is scattering, to please be considerate of others in the area.”

While it is true that Obama is not someone that we as conservatives want, he has been elected and no one has shown any proof in a court of law as to why Obama should be prevented from assuming the Office of President of the United States. Not even the Supreme Court has taken any action to prevent him from assuming office.
The problem I’m seeing here with a lot of the people who post about Obama is that they get carried away with material that is plainly not true and are willing to believe *anything* — as long as it is negative against Obama. The problem is — that a lot of that material is speculative and is not proven and some is plainly false.
That’s not the way to really fight Obama. What’s going to be needed is very careful and precise information and not simply “outrage” for the sake of outrage. That’s not producing any productive results, it seems...

Yeah, it’s like in a war (a “real war” you know...) and you have many different battles. Some you win and some you don’t. If you lose some, you may have to change some strategies and ways of doing things.
In this case, with Obama’s qualifications, if people do want *more* documentation and for it to be *required* — then we’re going to have to set up exact procedures, required by law, that no one can get around — in these various states. When it’s explicitly stated, in law, then people (like some Democrats, for example) won’t have the discretion to ignore certain things.
Well, I stand corrected. If Janice Okubo said it, then it must be true.
I could not give a rat's pitoot what Obama did with a bag of ashes, which could easily have come from his fireplace, for all we know.
What I do care about, however, is the media and his minion accepting absolutely everything, prima facie, that he says he is going to do, that he is now doing, or that he has already done.
The guy's got a lousy track record in the truth department.
OK, thanks. Someone in the forum had said earlier that there was an exception for human ashes, but I hadn’t seen it confirmed anywhere, so I just mentioned it as a possibility.
