I think the solution is to add birth control to ALL water supplies. To get the antidote, and be able to have children, one must present: 1)a high school diploma or GED certification, 2) marriage license 3) three years of US income tax filings, 4) rent receipts or mortgage payments, and 5)agree to remain married or receive zero support from taxpayers. (I’m dreaming.)
Same with poverty pimp programs that take troubled youths and vacation them at farms and parks. Give the money and trips to black children doing well in school. If we're going to interfere as a society - ( a somewhat questionable idea at best) and least let's switch the incentives to support appropriate behavior.
Instead of associating the statistics with race, perhaps a better changable metric would be to associate types of cultural behavior associated with the crimes. For example, what percentage of those charged with murder came from single parent families or unmarried parents?
I suspect the numbers might be the same, but the implications more socially identifiable with cultural decisions and behavior which might be redirected to prevent as many crimes being promoted in the future.

There are some problems that simply don’t _have_ “solutions”.
Some things are what they are.
Perhaps the most workable “solution” to urban black crime is to keep it confined to the wrecks of cities in which it festers.
I am not optimistic about this problem and harbor no egalitarian fantasies about how this scourge of black crime can be “solved”. Frankly, I don’t believe that it can be, considering the “culture” from which it is spawned.
Cities like Detroit do not need to be “saved”. Rather, the dysfunctional in them need to be kept within such places, to whatever extent possible, in order to reduce the harm upon others.
Entire cities as “prisons”? Why, yes.
This is the Bell Curve at work.

I looked up some statistics on murder rates. In Chicago in 2005, the murder rate was about 34 per 100,000 for Blacks, 11 per 100,000 for Hispanics, and 3 per 100,000 for Whites. In other words, the Black murder rate in Chicago was about 11 times higher than the White murder rate.
Put another way, the part of Chicago that is White is a low-crime, low-murder zone.
Nationally, the Statistical Abstract put the 2001 murder rate at 42.1 per 100,000 for Black males, 8.6 for Black females, 6.1 for White males and 2.2 for White females—overall about a 6 to 1 Black/White ratio.
For the past 40 years or so, we have been subsidising bastardy and thuggery; taxing families and economic productivity.
It's mildly astonishing that the problems of bastardy and thuggery aren't worse than they are.

I think it’s worth mentioning - and generally unknown - that Section 8 is an entirely VOLUNTARY program. A municipality or township cannot be forced to accept or sponsor Section 8 participants. Doing so is entirely optional.
But the “catch” is - once you “volunteer”, they have you.
Of course, the do-gooders in many places are entirely oblivious to this - and they sign up for Section 8 with the intentions of “helping” people - and END up importing into their communities the dysfunctional and dangerous people that are attached to Section 8.
If any governmental policy is destroying communities, it is Section 8.
I’ve seen this right next door, with “crackheads of color” who occupied an apartment in the Mexican hotel next to my house for 6 months. Police cars, crack parties, screaming and disorder at 3am. Glad they’re gone, I think the landlord next door wised up. At least the illegals there now are somewhat more behaved.

Rather than give money to black families with killers, why not take the same pot of money and distribute it among black families that DON’T have children who are criminals.
With your suggestion in mind, since the election I have vowed to not give a single penny to any charity that assists democrat voters; which pretty much excludes all charities. But I absolutely REFUSE to do anything to make life easier or more comfortable for the scum who voted to put a marxist, abortionist in the White House.
I will continue my charitable giving on a very selective basis. If I know of a Republican family in need, I will gladly share with them.
Coincidentally, the majority of my church’s members vote Republican. The few who claim to be democrats are ones who are always in financial distress and trying to beg and borrow from everyone else. My new mantra to them, is “call your hip, new prez. He really cares for you. I KNOW he’ll help you.”
Can we pick both? Works for me!
