I think that it was foolish for the Bush administration to remove North Korea from the State Sponsors of Terrorism List. The removal was based on the agreement of the North Korean government to resume the dismantling of a plutonium processing plant and to allow international inspectors. So far I don't think that the inspections have come off as was planned. The hang up seems to be the difference in interpretation of the term "inspections". North Korea doesn't see sample taking as part as that process and the US does.
"North Korea said Wednesday that it won't allow outside inspectors to take samples from its main nuclear complex to verify the communist regime's accounting of past nuclear activities.
Pyongyang's Foreign Ministry said in a statement that it never agreed to such sampling, contradicting statements by U.S. officials last month following a breakthrough deal about how to verify North Korea's list of nuclear programs the regime submitted in June under a disarmament pact."
