Who is Eligible to Apply for the Issuance of a Late Birth Certificate in Lieu of a Certificate of Hawaiian Birth?
The Certificate of Hawaiian Birth program was established in 1911, during the territorial era, to register a person born in Hawaii who was one year old or older and whose birth had not been previously registered in Hawaii. The Certificate of Hawaiian Birth Program was terminated in 1972, during the statehood era.
Certified copies of a Certificate of Hawaiian Birth may be requested following the procedures for certified copies of standard birth certificates (see Certified Copies). The eligibility requirements for issuance of a certified copy of a standard birth certificate apply to Certificates of Hawaiian Birth. And the same fees charged for standard birth certificates are charged for Certificates of Hawaiian Birth. Copies of the set of testimony used to establish a Certificate of Hawaiian Birth may also be requested, and an additional fee is charged for each copy of the set of testimony.
Any person to whom a Certificate of Hawaiian Birth has been issued may submit a request to amend an entry, including a legal change of name, on an existing Certificate. A request to amend a Certificate of Hawaiian Birth will, however, be considered to be and treated as an application with the Department of Health for registration of a late certificate of birth in current use, unless a standard birth certificate for that person already exists in the vital records of the Department of Health. Should there be a situation of dual registration, the requested amendment will be made to the standard birth certificate on file if the required documentary evidence in support of the amendment has been submitted and evaluated to be adequate. If there is no standard birth certificate on file, an applicant is required to submit documentary evidence of the birth facts necessary to support of the registration of the late certificate of birth. If approved, the late birth certificate will be registered in place of the Certificate of Hawaiian Birth, which must then be surrendered to the Department of Health.
By 1963 the Dunhams had moved into Apartment 110 of a six-year-old building at 1427 Alexander Street, records show. A year before, Obama Sr. had separated from his wife and child to attend Harvard University. In 1963, when she was a UH sophomore, Stanley Ann Obama's address was listed in a university directory as 2277 Kamehameha Ave. She filed for divorce in 1964. It can be assumed that she and young Barack also spent time with the Dunhams at the two-bedroom apartment on Alexander, which is also still there.
All I am saying is it makes sense for the Dunhams to move from a small cottage to a larger apartment than from a four bedroom house to a two bedroom apartment.
Barry's family history, indeed all his history is muddled with legend and few facts.
My point was not just food stamps but any services that grandmother may have wanted to ensure he could get by making sure he appeared a HI born, legitimate citizen. Whacky family though.
And if you will notice the author of this piece says: “...it can be assumed...” which is a common theme ie. conjecture throughout the entire article! What I am saying is that I believe that the Dunhams rented the apartment in THEIR name for Ann and Jr to live in once they moved back to HI from WA. Once Ann decided to return to University for the spring semester she decided it would be easier for her to move in with her parents at their home on Kamehameha Ave. Previous articles posted at “The Honolulu Advertiser” distinctly mention the Dunhams living in first “... a large house at 2277 Kamehameha Ave....: before moving to “..a modest wooden house at 2234 University Ave., near Kamanele Park...” before finally moving to “...the apartment at 1617 S. Beretania St. where Madelyn lived for 40 years prior to her death on November 2nd.” As I also mentioned Jr himself writes about the house on Kamehameha Ave as the first house his grandparents lived in when they moved to Hawaii.(found on pg 39 of “Dreams of My Father”)You will also notice that “The Honolulu Advertiser” completely neglects to mention that Ann and Jr were no longer in HI after August, 1961 until her return to the island in 1963.
Hell it isn’t legend it is fairy tales worthy of the Brothers Grimm!
I say Mother Goose, all feel good happy endings.
Maybe it would have had a happier ending if Jr had opened his eyes and not accepted his childish image of his father as conquering hero, and avoided giving into the “literary bent” to exggerate his own story! Arrogance personified is an adequate description of Jr.
We all doubt that Obama Sr. was his father because he looks nothing like him, but looks remarkably like Malcolm X.

The Certificate of Hawaiian Birth is a portion of the Hawaiian birth certificate program that family members may have used to register a young Barack Obama as a US Citizen, during the era Hawaii was transitioning from being a US territory to statehood.
It should be noted that there are several different types of "birth certificates" that Hawaii uses to show proof of birth:
- CertificATION Live Birth
- CertificATE of Live Birth
- Certificate of Delayed Birth
- Certificate of Hawaiian Birth
To be distinct and precise in terminology, there is no official document called a birth certificate in Hawaii. The term is loosely used to describe a certificated proof of birth. (In fact, if you take a look at your birth certificate that you may have tucked away in a safe place, it probably says, CertificATE of Live Birth at the very top of the form.)
Since this summer, Obama has shown the CertificATION of Live Birth on his website.

A very important point to note is that a CertificATION of Live Birth is an abbreviated version of the birth record on file with the Hawaiian Department of Health. The root document(s), could be: a) a true CertificATE of Live Birth; b) a Late Birth Certificate with or without modifications; or c) a Certificate of Hawaiian Birth.
A CertificATION of Live Birth may reflect data that had been changed over time, and does not provide corroborated testimony such as dates, locations, change in paternal identification, and witnesses. Any record that amendments had been submitted and information changed is not shown on the CertificATION of Live Birth, which is laser printed on special green stock paper, and lacks detailed information that would be expected from a true Certificate of Hawaiian Birth, or Certificate of Delayed Birth.

That asked; I am not sure what this proves anyway. . .when a child is born; you send in info/registration received in hospital - or hospital sends it. . .to State; and actual Certificate comes in Mail - later. If child is born at home; you send info in; as well. Berth Certificate comes later; after State has recorded etc. You do not get a Birth Certificate in the hospital. If Obama arrived in Hawaii and family registered Obama; offering perhaps he was a 'home birth' and so received a 'certificate of live Birth'; then why does this newspaper announcement mean anything. . .because it would have gone to newspaper from first registering - even per certificate of live Birth - (just as babies born in hospital. . .) These announcements picked up I think, from local records/registering; not 'after' Birth Certificate received.
Birth announcements come from 'records/registration'. . . not from acutal issuance of Birth Certificates.
. . .and the understanding that his Mother had him at home; or 'somewhere' and they did not care where; as long as she was now 'here'. . .and that Registration; kicked into newspaper announcement. . .IMHO. . .perhaps. . .
May have lost a few points here; but am close. . .as we all are/lol. . .but 'for sure'.
