So, she is giving them back their money. No, she didn't. The money came from the oil companies, and if they were overcharged (i.e. if the state has a surplus after paying for its legitimate expenses), it should have been refunded to them.

I’d like to keep Newt around just for his ability to create political ideas. Newt can come up with more ideas in five minutes than the rest of the Republican Party can generate in five days. Some of Newt’s ideas are good ones, too.
