TOKYO Japan lodged a protest with the United States after an American nuclear submarine made an unannounced visit in southern Japan, the Foreign Ministry said Monday.
The USS Providence arrived in the White Beach Naval Facility on the southern island of Okinawa on Monday without prior notice, a requirement under a bilateral agreement, and stayed there for two hours, the ministry said.
It is extremely regrettable that a U.S. submarine visited one of our ports without proper advance notice, the ministry said in a statement.

I’ve been to White Beach many times and I can’t think of a reason they’d pull in there without giving prior notification to the Japanese government unless they had a medical emergency of some type onboard which precluded it.
Run in with a certain Russian sub?
An unscheduled in and out by a nuke sub at Okinawa. Sounds to me like they had to get somebody off the boat in a big hurry, or some other people on board the same way.
Los Angeles class, I’m going with removing a crew member. Medical emergency perhaps.

They are a sovereign nation. The war was a number of decades ago. We should abide by their wishes.

Had the same thing happen when I was at port ops Sasebo and that’s exactly what it was.
Every one of these former nations that were occupied post WWII and fall under our security umbrella are hyper sensitive to issues of sovereignty. Germany, Japan, Austria........ it don't matter. On the other hand, Great Britain, Australia, Poland.... etc pose little concern in such issues.
You have to understand, these nations especially in Europe were occupied, they did loose the war, and technically Germany wasn't really a sovereign state until after the wall fell in 89. That's why things like a SOFA are made into such an ordeal in some of these places. Nations like the Netherlands pose little issue, but others like Austria, even though nearly insignificant on the world stage in any aspect will blow a cork even when planes refueling accidentally enter their airspace. Immediately this is made into a huge story and people will be up in arms screaming etc etc etc. Some places are a bit less adversarial or antagonistic because they don't suffer from the little man complex or some sovereignty issue. It's just the way they are, accept it.
They have a good point.. they might have sunk the damned thing.. Who knows it could have been chinese or North Korean that sub.. The Uss Providence must have a crew of democrats.. you know.. incompetants..
